  • 22 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, during the inception of the Water Services Trust Fund, the public was made to believe that there was a lot of money and so many projects would be undertaken. However, if you look at what the Fund has done so far, it is nil. For example, in Teso, we presented so many projects. Could the Assistant Minister indicate if in the list there is any project done in Teso? We presented quite a number of projects. Today, we do not even have a borehole. view

  • 21 Aug 2007 in National Assembly: Mr. Speaker, Sir, this Question has been circulated to the Ministry of Local Government, Office of the President and back to the Ministry of Justice and Constitutional Affairs. It involves a very simple and administrative matter. The people of Teso County Council have been made to suffer. The Electoral Commission of Kenya (ECK) and the Ministry of Local Government seem not to be knowing what to do. These are the people who were supposed to vote in Malaba Town Council, but when they went to a polling station they were forced to vote in Teso County Council which was not part of their interests. Could he table the names of the projects, indicating the amounts of money that was earmarked for the projects, how much money has been used so far and tell the House whether the projects are functional?   • 14 Aug 2007 in National Assembly: Mr. Speaker, Sir, as we talk now, all the projects that the Vice-President and Minister for Home Affairs has read out are ghost projects. That was why the Speaker deferred this Question last week to today, so that we could go with the Minister to Teso and find out whether those projects existed. That was the main point. Mr. Speaker, Sir, I want to assure the Vice-President and Minister for Home Affairs that all those are ghost projects. The Kshs56 million has been "eaten" by your people in the Government.   • 14 Aug 2007 in National Assembly: Mr. Speaker, Sir, it was "eaten" because as he reads the answer, the money was earmarked and spent! So, what I would like to say is that all that money has been misappropriated. I think that is what caused the death of the former Managing Director of Water Services Board, Mr. Mukalo. He was trying to find out how that money was spent. view
