I know in his mind, Mr. Ahenda had very innocent people who are being convicted by our courts and are innocently suffering. I have two cases to cite. One is the case of a politician from Mt. Elgon District by the name of Mr. Kapondi, a very innocent man who, because of, might be, political differences, the Government is trying to throw him and up and down, charging him with all manner of offences, so that he could be convicted to death. (a) Is the Minister aware that three dormitories and property belonging to students of St. Monica Chakol Girls High School in Teso District were destroyed by fire on Sunday, 22nd July, July 31, 2007 PARLIAMENTARY DEBATES 2827 2007? (b) What urgent measures is the Minister taking to construct new dormitories?

Mr. Deputy Speaker, Sir, the Assistant Minister has said that he is awaiting the stakeholders to sit down and chart a way forward whereas the Ministry is the major stakeholder. Could the Assistant Minister consider allocating Kshs3 million to St. Monica Chakol Girls High School, being a Provincial School, from the money we are just debating in the Budget? This will enable the school to reconstruct some of the dormitories that were destroyed.

Mr. Deputy Speaker, Sir, the Assistant Minister is just trying to evade his responsibility. Last year, we were with the Vice-President at the same school and we tried our level best to raise some money. We also put in some CDF funds. The Ministry gave us only Kshs200,000. What is so difficult to this Government that out of all the billions it is budgeting for, it cannot give Kshs3 million to Teso District to put up two dormitories?

(a) Is the Minister aware that trailers ferrying goods to Uganda are being parked on the Busia-Kisumu and Bungoma-Malaba roads thus blocking other motorists and pedestrians from using the road for the last three months? (b) What urgent step is the Minister taking to construct a trailer park to pave way for easy flow of traffic in the towns of Busia and Malaba?

Mr. Deputy Speaker, Sir, Mombasa Port generates billions of shillings. Malaba Border Post which falls under Teso also generates a lot of money. The Assistant Minister says that the Government has been ploughing this money back to put up some facilities. I can assure him that we do not even have a district hospital and yet this amount of money is being generated from our area. What plans does the Ministry have to open up more border posts because Teso has the potential of having two more border posts in Adungosi and a place called Kolai Tinbodin? What plans does ...
