  • 28 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Minister is the Deputy Leader of Government Business. I will address all my problems to the Cabinet through her, because she represents the Government here. So, I am quite in order. Mr. Temporary Deputy Speaker, Sir, President Kibaki and his Government have good intentions, but the Civil Service he inherited from KANU has been a let-down to his Government. This Government is capable of delivering. So far, it has done a lot. However, the Kibaki administration has inherited very corrupt civil servants from the previous administration, who have trained them how to be corrupt. ... view
  • 27 Jun 2006 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister of State for Administration and National Security, the following Question by Private Notice. (a) Is the Minister aware that a group of about 10 armed people broke into the offices of Malaba Town Council on the night of 15th June, 2006 and that on the night of 17th June, 2006, an armed gang robbed residents of Malaba town with impunity without police intervention? • 27 Jun 2006 in National Assembly: Mr. Speaker, Sir, we have two policemen seconded to guard the offices of Malaba Town Council. We have reported this matter on the attack on Malaba Town Council, but only a guard has been arrested. The OCPD together with the DC hired people from Pemba to come and harass the workers of Malaba Town Council. Mr. Speaker, Sir, what action is the Government going to take against these officers who are trying to promote sorcery in the town council? view
  • 27 Jun 2006 in National Assembly: Mr. Speaker, Sir, we brought up this matter at the District Development Committee (DDC). The District Security Committee was there. I personally called on the OCPD to take action against those foreigners. Could the Assistant Minister assure the House that the Government will arrest these people? view
  • 22 Jun 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute. The Government is asking this House to authorise the withdrawal of Kshs172 billion in order to render services to Kenyans. If you ask the citizens whether they would wish this Government to continue ruling them for the next two years or even from today onwards, they will always say no. Why? Kenyans have every reason to disown this Government. Kenyans voted for NARC in anticipation that it would fulfil its election pledges. Today, if you ask Kenyans which party is in power, they will not tell ... view

  • 22 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, there is money that is being voted for the Ministry of Roads and Public Works. Last year, we did the same and no services were rendered to my constituents in terms of provisions, maintenance or expansion of roads. In last year's Budget, Kshs7.5 million was earmarked for a road in Teso; from Busia to Malaba. What did we get in return? A road of about 40 kilometres was allocated Kshs300,000. That money cannot do any meaningful work. It cannot even be enough to seal potholes. There were no services rendered to my people last year. ... view
  • 21 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, when the NARC Government was formed, I was also friendly to the Government. In one year, I was given Kshs800,000 from the Disaster Management Fund, which went to four schools. What happened to these funds? view
  • 20 Jun 2006 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Education the following Question by Private Notice. (a) How many schools in Teso District have been condemned by the Ministry of Health as having buildings unsuitable for human habitation? (b) Is the Minister aware that three dormitories at St. Monica Chakol Girls Secondary School were completely burnt down on 8th May, 2006? (c) Is he further aware that strong winds destroyed classrooms at Papa, Kishombe, Katakwa, Alupe, Amongura and Olepito Primary Schools? (d) What urgent measures has the Minister put in place to address (a), (b) and (c) above? view
