  • 9 Oct 2007 in National Assembly: Mr. Speaker, Sir, the reason most of the Ministries return this money to the Treasury is because the Ministry of Finance itself releases it very late. What is the Minister going to do to make sure that the Ministry disburses money early enough to the various Ministries to implement their budgets and make sure that it is spent? view
  • 3 Oct 2007 in National Assembly: Mr. Speaker, Sir, this is a very important road. Since the Ministry has done the design work and they are looking for a donor, how much money have they estimated this road to cost and how long does the Assistant Minister think it will take to get the donor? view
  • 3 Oct 2007 in National Assembly: Mr. Speaker, Sir, Prof. Olweny said that this particular project has taken two financial years. It is not the only project that has not been completed. While we appreciate what the Ministry has done, could the Assistant Minister tell us what was the contract period for this particular project? view
  • 2 Oct 2007 in National Assembly: Mr. Speaker, Sir, after that Harambee, quite a number of innocent people were beaten up along the Kisii-Kipsigis border. Some matatus were burnt. One councillor from Kisii Municipal Council by the name of Mr. Mrefu, and who attended that Harambee, was also beaten up. Mr. Speaker, Sir, could the Assistant Minister enlighten us as to what action has been taken? What mechanism have they put in place to control the two communities from fighting? Those are innocent people who are being affected and yet, they had nothing to do with the Harambee! view
  • 25 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, some of the work of the CDF Managers will involve inspection of some projects which are carried out in the constituencies. Is the Ministry prepared to give out vehicles to assist those officers? view
  • 25 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, my constituency is one of those that, when it gets to 8.00 p.m., people start worrying whether they would still be alive the following morning. Criminals take over! We have various police stations, including that of the Office of Gucha Officer Commanding Police Division (OCPD) which do not do anything. However, for last six months, about ten people have been killed by bullets. Over 20 others have been seriously injured. How come that nobody has ever been arrested? What the Assistant Minister says here are reports of petty cases. Why is he not addressing the real ... view
  • 12 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for this opportunity. I rise to seek a Ministerial Statement over insecurity in my constituency, where criminals take charge at night. So many people have been killed with bullets. On 29th, a high school teacher, Mr. Charles Kaosa and another man, Mr. Peter Muhugi, were killed two kilometres away from the District Officer's office. To date, nobody has been arrested; even in the case of ten other people who have been killed, nobody has been arrested. The Government is not telling us anything. So, I am seeking a Ministerial Statement from the Minister ... view
  • 12 Sep 2007 in National Assembly: ARREST OF PEACEFUL DEMONSTRATORS IN BOBASI Mr. Temporary Deputy, Speaker, Sir, I also seek another Ministerial Statement. Yesterday when teachers, parents and children, were demonstrating against the DEO and his team for not doing their work--- They were having a peaceful demonstration but they were beaten and injured. The Kenya National Union of Teachers (KNUT) officials were arrested and will appear in court. We have a big problem in that district in general. So, I would like the Minister to address those issues. When these officials will be attending court tomorrow, all the teachers in Gucha District have said that ... view
