Mr. Temporary Deputy Speaker, Sir, my point of order is this: Mr. Mwancha asked the Assistant Minister to state how much money has been set aside for that university. He has not told us. Am I in order to ask him to tell us?

Mr. Speaker, Sir, the Assistant Minister has said that the project will be completed in 2009. He has also said that the project will cost about Kshs45 million. Why is the project taking so many years to be completed and yet we know that our law courts make a lot of money?

Mr. Deputy Speaker, Sir, this same road was allocated money in the 2005/2006 financial year. Why was it difficult for the design of the road to be done at that time? Why did they have to wait until this year when they have been given money to tarmack the road if they are not looking for excuses of not doing that road?

Thank you, Mr. Deputy Speaker, Sir. I commend the Assistant Minister for the good work they are doing. But when it comes to building of bridges, you find them having a problem because their technical people are stationed in the provinces. It becomes very difficult, at this level, to check the bridges at the district level. I would like to know from the Assistant Minister 2872 what they are doing in connection with the minor bridges which are built under the supervision of councillors. Can they set aside some money to cater for these important bridges?

Mr. Deputy Speaker, Sir, I want to commend the Ministry for doing a good job in supplying medicines to all our medical centres, but during the weekends our dispensaries remain closed. I have never seen the dispensaries in my areas open during the weekends. Could the Ministry start opening those dispensaries during the weekends to serve patients?

Mr. Deputy Speaker, Sir, there are quite a number of electricity projects that started many years ago, and they have not been commissioned. Could the Minister tell us whether there is a time frame for a project to be completed and whether they have a problem with giving the contractors the required materials?
