I would like to know from him how the microfinance institutions are going to be paid their commissions. Is it from the Kshs1 million that has been given to each constituency or will the Ministry pay them directly for handling the money for each constituency? view

I would like to commend the Minister for Finance for bringing before the House, and Kenyans, a very balanced Budget. Since this Government took over, we have seen quite a number of projects initiated all over the nation. Wherever you go, you can see roads being constructed and electricity cables installed.   • 20 Jun 2007 in National Assembly: long time ago. It is not yet completed. We would like the Ministry or the Office of the President to make sure that the district commissioners in the newly created districts and even those ones which do not have district headquarters are properly constructed to give the officers ample and good space to work from. They should not just be put in temporary structures, which shows that we are not ready to have such district headquarters.   • 13 Jun 2007 in National Assembly: Mr. Speaker, Sir, I would like to commend the Government for introducing very many new districts but a number of them have no offices. Will the Assistant Minister allocate some money in this year's Budget to construct headquarters for these new districts to avoid what is happening now in Migori? view
  • 23 May 2007 in National Assembly: Mr. Speaker, Sir, it is not only Kigumo which has no piped water. Most of the towns have no piped water and we are not seeing any indication from the concerned Ministry that water is being supplied. However, I would like to know from the Ministry which arrangements they have put in place to have the sewer system in most of these towns, for example, Kigumo and Ogembo. People in these towns are using pit latrines. view
  • 23 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has answered the Question as if the problem exists in Migori only. Most of the projects which were started by the Ministry of Local Government all over the country have stalled. Examples include the ones in Kisii Municipal Council, Gucha, Nyamira and Kibirigo, just to name a few. It is evident that the Ministry does not understand what it is doing. In some places when it gets to around 6.00 p.m. our people, especially those who have small businesses in rural areas, prepare where to hide themselves. Who is going to supervise the spending of that money since the Ministry of Education does not have experts in the construction industry? view

Could the Assistant Minister make sure that when the councils are allocating money, they should allocate in their budgets money for giving traders water and pit latrines?
