Mr. Chairperson, Sir, I stand to support the amendment. I have three things to say; one, of course, I support. Secondly, is to rest the doubt which some of our colleagues had on the intentions of this amendment, because even the little divergent opinion there was really was only that we were like giving the CRA the authority to make a law. On a point of order, Mr. Chairperson. I would like to make a suggestion if you allow me. The last time that we voted, we had 45 Members present according to the screen. The votes were 24. There was no negative or absentia vote. That means that 21 Members were in the House, but they did not vote at all. The number seemed dubiously large. I am suggesting that we make a quick vote to see who is present and what delegations are present.

Thank you Mr. Temporary Speaker, Sir. I rise to support this Bill. However, my support is with a fairly heavy heart because we have been called to divide money. Looking back at the Division of Revenue Bill that we passed sometime back, there was an indication that some negotiation had taken place. The debate that took place in the Senate did not go down well. The end result is that last year’s Division of Revenue Bill. Mr. Deputy Speaker, Sir, the intervention button is not working. The Chairperson gave a good description of the appointment of the board itself and the clarification I am seeking is on the board itself. The person who is appointed from the community other than the ones who come by virtue of their position, there is a phenomenon which is coming up slowly where after a while the county assembly due to influence or, otherwise, decide they do not want that person anymore. Do they have the power to bring in another person?

Mr. Speaker, Sir, allow me to take you back to the very fundamental issue raised by Sen. (Dr.) Khalwale, both generally on what to do and specifically on the Bill that had been sponsored by Sen. (Dr.) Khalwale with regard to the headquarters of counties. The issue here is that the Bill came and was committed to the Committee. The Committee held public hearings, but whoever was supposed to respond did not come for one reason or the other which is another issue that the House should look at. Mr. Speaker, Sir, I am seeking for guidance from the Chairperson. I requested for a Statement from the Chairperson of the Committee on Education with regard to university students who are undertaking professional courses which are not accredited by their professional bodies. The answer did come, but it was in four parts. We got an answer to parts (a) and (b), but we were promised that parts (c) and (d) would come two weeks ago, but they have not come. I wish to get direction from the Chair.

Mr. Speaker, Sir, I want to compliment Sen. Musila for following such an important matter so passionately. Mine is to try and give a way forward. First, looking at the way our country is moving in terms of growth of the economy where it is registering 6 per cent growth and recently we discovered oil and coal, the Government should declare universal free secondary education. Secondly, the Government should bring a Supplementary Budget so that it can get Kshs14 billion to enable us clear all fee balances and move on.

However, I want the Chair to elaborate if 42 per cent of the high profits that the banks publish, the other 58 per cent constitute of Treasury Bills and other similar instruments--- We know that the banks are making most of their money by affording credit to the Government.
