I commend and thank Sen. (Dr.) Ali for this Bill. Being a doctor, of course, you understand these challenges and you are at least giving us a mechanism. Without the Commission that was proposed in the amendments to the Constitution, then this can be a stopgap measure. However, I agree with Senators that it needs to have the teeth so that it can function. We need to make sure that there is budgetary allocation and link it properly to the county governments.
