  • 19 Jul 2018 in Senate: Thank you, Madam Temporary Speaker. As I reply, allow me to thank all the Senators for their input and contributions towards the Motion. Indeed, you can see the frustration there is with the few Senators who are here today. Repairing roads that are barely used is an expensive affair and a retrogressive approach to the intended economic development. We have also heard that good roads are a sign and symbol of development. They are the largest engine to economic development and uplifting the living conditions of people by offering the opportunities that they need; be it work or market for ... view
  • 12 Jul 2018 in Senate: Mr. Speaker, Sir, I beg to give notice of the following Motion: AWARE that the National Transport and Safety Authority (NTSA) is mandated to plan, manage and regulate the road transport system, while ensuring the provision of safe, reliable and efficient road transport services; FURTHER AWARE that motorcycle transport services have been rapidly embraced throughout the country leading to several challenges including: rise in road accidents involving motorcycle riders, unlawfulness, insecurity and road congestion; COGNIZANT that the National Transport and Safety Authority (Operation of Motorcycles) Regulations that came into force on 1st January, 2016, have not adequately addressed the challenges ... view
  • 12 Jul 2018 in Senate: Thank you, Madam Temporary. I will move the Motion and call another Senator to second. Sen. Chebeni will be there to support. I hope that is in order. view
  • 10 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me this opportunity. I rise to support the Petition brought by our Senator for Nairobi. It is, indeed, very sad because small traders are mostly youth. This Government has pledged support for the youth and so I do not understand why these agencies are quick to fight the youth. In fact, we expect that they would be organizing them to solve their problems or to make their businesses more efficient and effective as opposed to fighting them. It is, indeed, very sad. • 5 Jul 2018 in Senate: Thank you, Mr. Temporary Speaker, Sir, for this opportunity. I rise to support this Bill. I serve in the Special Committee that is investigating the Solai Dam disaster, as Sen. Mutula Kilonzo Jnr. has mentioned. Indeed, what we have learnt from the investigations is a clear sign of how much this country needs this Bill. I commend Sen. Mutula Kilonzo Jnr. and Sen. Sakaja for coming up with this Bill. From a quick reading of it, you can see how much it has been researched and deeply thought through. I want to commend them for it. Frankly speaking, even after ... view
  • 7 Jun 2018 in Senate: Madam Temporary Speaker, I beg to give the following Notice of Motion- AWARE that Section 15 of the National Construction Authority (NCA) Act prescribes the requirements for registration as a contractor; ALSO AWARE that Section 18 of the Act mandates the NCA Board to accredit firms incorporated outside Kenya to carry out construction works in Kenya for a prescribed period; CONCERNED that a large number of registered local contractors cannot perform up to the expected standard leading to collapsed buildings, poor county roads and infrastructure and incomplete contracts; APPRECIATING that there is still a good number of local contractors that ... view
  • 7 Jun 2018 in Senate: Thank you, Madam Temporary Speaker. I rise to support this Motion. I want to thank Sen. Khaniri and Sen. (Dr.) Musuruve because they continue to enlighten me on the plight of Persons with Disabilities (PWDs). If I am being enlightened, I am sure other Kenyans are also being enlightened. As I said last time, we tend to live in a bubble; unless you are directly affected, you do not get to think about the other people. It is shocking that the PWDs go through this registration challenge. In fact, it is unbelievable that we have Kenyans in our new constitutional ... view
