  • 6 Nov 2018 in National Assembly: Hon. Deputy Speaker, I rise to ask the Cabinet Secretary for Transport, Infrastructure, Housing and Urban Development the following Question: a) Could the Cabinet Secretary explain why the construction Northern By-pass Road stalled? b) When is the construction work expected to resume, and when is it expected to be completed? view
  • 25 Oct 2018 in National Assembly: Hon. Chairman, I wish to support the amendment. It is good that the tenure of the CEO is defined and given. This is four years and he is eligible for reappointment. view
  • 25 Oct 2018 in National Assembly: This is a good amendment. I support it. view
  • 23 Oct 2018 in National Assembly: Thank you Hon. Speaker for giving me this opportunity to contribute to this Bill. The agriculture sector in Kenya is dominated by small-scale farmers. Records show that those small-scale farmers contributed 32.6 per cent of the Gross Domestic Product (GDP) in 2016. Kenya has, in recent years, experienced a food deficit resulting from low production and post-harvest losses. A majority of that is caused by poor storage. This leads to huge income losses by small-scale farmers and higher prices. This Bill is going to address some of those vices to reduce the wastage and also improve the storage. The warehouse ... view
  • 23 Oct 2018 in National Assembly: access storage. Poor storage causes wastage and destruction to most of the commodities. This Bill will address the gap that exists in our current storage system and also the security of the farmers. The issue of markets to farmers is incorporated in this Bill. I support the Bill. I believe the system that will be established will address those glaring gaps and the issue of food security. When we do not have proper storage, poverty will be created, there will be an increase in the prices and that will bring a lot of complications to the farmers. view
  • 18 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me a chance also. I have been waiting patiently. I congratulate the Committee for this Report. view
  • 18 Oct 2018 in National Assembly: I appeared before this Committee. There are some elements which they were looking into. I do not know how far back they can look at the performance of NG-CDF. This is because at one time, the auditors raise queries of things that happened a long time ago and you as the current MP become fixed and look like you are the one who has committed those errors and yet, they were done a long time ago before you even became an MP. There is a case in point in my constituency. There is something that happened between 2007and 2009 before ... view
  • 18 Oct 2018 in National Assembly: So, members of the public read some of those things and look at the current leadership as taking responsibility. We know that the NG-CDF has done very well. It has improved lives and brought development close to the people. I can speak with a lot of pride because I know that we have shown that money allocated to projects within the constituencies has done good work and visible projects. view
  • 18 Oct 2018 in National Assembly: I believe that if the county governments can look at what the NG-CDF can do with the little money and yet we are allocating billions of shillings to county governments.. Recently, I was in my home county and the only thing I could see was some sheds constructed even in areas where there are no vehicles. You just see sheds at a bus stage. Those are misplaced priorities and then when you look at the money spent, you wonder. We can utilise this money well and we are urging NG-CDF Board to release the funds. We are still running on ... view
  • 18 Oct 2018 in National Assembly: Another issue is stalled projects due to lack of transition when some functions were devolved to the counties. A case in point is this: I constructed a youth polytechnic in my constituency which was devolved and so, it was not allocated money to complete it. The county government did not take over from where we left. When you look at that project, it looks like NG-CDF did not complete it. I believe we should have had transition of projects started by NG-CDF so that they could be completed and then handed over to the counties. I think that would have ... view
