  • 18 Oct 2018 in National Assembly: On bursaries, I think the funds will never be enough. We should increase those funds so that they can reach as many people as possible. There are areas with so many parents who expectantly look at NG-CDF for bursaries to take their children to school. Sometimes, the money allocated is not enough. If you give a cheque of Kshs5,000 and school fees is Kshs20,000, then you have done very little and the child will still remain at home. This shows there is nothing sinister about NG-CDF. It is very transparent; it is seen and has been felt by the people. This mess was brought about by the colonial government. Succeeding governments have not succeeded in solving this problem. An example are the communities that reside in urban areas like Kibera and other informal settlements. I have a case in mind of a community residing in a village called Kibagare in my constituency, who are being hounded out of their land because the management systems do not recognise ownership by the poor. As a Member of Parliament from Nairobi, December is very dangerous because there is a migration of people to rural areas. So, Nairobi will be empty and you can easily lose an election. We need to come up with comprehensive amendments so that we do not have piecemeal amendments that will keep on popping up, some of which may require a referendum, especially when it extends the term of office of the President.
