Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to contribute to this Motion. I support it. Indeed, we need special units in every school for children with special needs. There are schools that are specially designated for children with disability. The special schools are meant for children with severe disability who may not be able to be integrated in the normal schooling system. That is allowed. It has been the trend before. The trend today is to have an integrated system of education where children with disability and the children without disability learn together.

Recently, I toured the USA. I visited a school which has an integrated system of education. It is very interesting how they run such schools because you may not notice the difference between the disabled children and the normal ones. What is important to note from their integrated system are the facilities and the infrastructure that have been incorporated. There is no hindrance for the children with disability. They move around easily. The place is properly done. They have ramps everywhere. Doors are wide and the washrooms are properly done for them to fit in. In this system, the children ...

Thank you. The trend going on in our schools is worrying. Schools are being destroyed. We are losing investments that we have for so many years invested in. Building a school is a tough task and when an investment of many years is destroyed in a matter of minutes, it is painful. However, we must look at this matter holistically. Why are students burning schools? We must investigate that because it is something that borders on psychological problems. We must also stop criminalising some of these actions by students and, as my dear sister, the Member of Kakamega County has ...

Secondly, we need to know our children properly as parents. We leave these tasks to teachers. When parents are called to school to go and address the issues affecting their children, most parents do not go because they are too busy. So, until we learn that we must always be close to and know our children… At times, it becomes difficult to come to terms with a situation when you are told of such happenings. On the issue that happened in Moi Nairobi Girls, later on it was alleged that it was fellow students, and not somebody from outside, who ...

throwing young children in the prison is not going to help. It is difficult but we must address it head on.

Thank you, Hon. Speaker. I support the annulment of these regulations. I want to declare that I am Member of this Committee. We took our time to go through these regulations –the process of preparing them and the mandate given to the CS to make regulations. As the Chairman has ably observed, it exceeded the mandate given in the Act. We found this a gross contravention of the legislation. As you also observed, that is the mandate of this august House. The CS can only make regulations as provided in the Act. So, anything that is done outside the parent ...

of legislation. Everything comes in focus. So, when we are looking at it, we look at it wholesomely including other pieces of legislation that could be offended by the regulations. I support the annulment. They can be given another chance to go through the regulations and come back to present them afresh. Thank you.
