  • 21 Jun 2018 in National Assembly: Thank you, Hon. Deputy Speaker. First, I want to declare that I am a member of the Committee on Delegated Legislation. I can assure you this is a very serious Committee and even when you look at the attendance, normally it is almost 100 per cent and we look at these documents with a lot of finesse. We make sure that we give value to our work. One of the issues that came up is about public participation. Public participation is a constitutional provision. Looking at the Regulations, whenever there is a violation of that provision, we can annul the ... view
  • 21 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the opportunity to also contribute to this Motion on the report of the Committee on Delegated Legislation. I am a Member of this Committee and I can attest that whatever is presented here is accurate. This is what we discussed and it is what the Committee recommended. I support the annulment in its entirety. When you look at these regulations, the penalty imposed is excessive and it goes against the limitation set out in Section 24(5) of the Statutory Instruments Act, which provides a maximum fine of Kshs20,000. Here, the regulations impose a ... view
  • 21 Jun 2018 in National Assembly: regulation-making authorities just decide to do boardroom meetings and then they write minutes indicating that they have done public participation. This is an issue that is touching on national security and the constitutional rights of the citizens. It is something that requires expert opinion. We have seen drones flying around in our political rallies. Sometimes we used to wonder what these things that look like insects were. They fly and take pictures. A drone is a very small gadget that can even be smuggled into the country without the authorities noticing. Somebody can pack it in their briefcase or suitcase. ... view

  • 20 Jun 2018 in National Assembly: Hon. Temporary Deputy Speaker, I think that is the only way I can catch your eye. Today I was the first person in the House and when the session started, I could not catch your eye. That is why I have pressed it so that you can see that I am here. view
  • 20 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. You see I was the only one who put an intervention. It was just because yesterday I stayed here the whole afternoon and the Speaker came in and was picking her friends to speak. I am not going to fear to say that. view
  • 20 Jun 2018 in National Assembly: I support this Motion. I want to say that you remember in 1998 when France won the World Cup, the whole of the French team had been in an academy and they trained together. They were picked from that academy and they demonstrated how a good investment can create good results. Kenya is a sporting nation and we are not doing enough to nurture our talent and The electronic version of the Official Hansard Report is for information purposes only. • 20 Jun 2018 in National Assembly: our young people. We have so much talent in this country starting from down at the village coming upwards. I realise these days even the football teams only look in the urban areas for players when we have raw talent down in the villages. Even West African countries have academies for different agencies. You will find the under 10, the under 14, the under 17 and the under 20 going up like that. Before a player graduates to go a senior team, he has passed through so many stages. That is how you find that some of these countries are ... view
  • 3 May 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to raise my support for the President’s Speech delivered yesterday. I sat here very attentively listening to him. He spoke like a statesman and a President of a united country. view
  • 3 May 2018 in National Assembly: This is after the President and the Rt. Hon. Raila Odinga met and shook hands. Since then, we have seen that the President is at ease. He addressed a united Parliament. Members were here in numbers and after the Address, the President joined Members out there. It showed national unity. view
