Hon. Temporary Deputy Chairlady, I agree with you. The Committee deliberated so much and at length on the proposed amendments. We found most of the amendments were piecemeal in nature and were not going to cure the existing Act. We even reported in our report, which we tabled, that the Committee needs to overhaul the entire existing Betting, Lotteries and Gaming Act. We ought to do a complete overhaul because it required almost 200 amendments to be cleaned up considering it is a 1966 Act. So, I can register some progress. May I state that I am prepared to go clause after clause up to the last one, even though you have suggested that we need to save time. The reason for this is to delete obsolete terms like “local authority” because this has not been done in the entire Act. It is only proposed to be deleted in Section 5(3) while the word “local authority” appears in many other sections which have not been amended. I am deleting this provision so that it can be addressed wholesomely in a substantive Bill which will come. I will also give you examples of where the word “local authority” has been referred to in the Act.
