Alisema kwamba janga la ufisadi ni janga la ulimwengu mzima na kwamba wataalamu wakisimama imara na kuwe na mikakati katika Serikali, ama kuwe na uongozi bora; ufisadi utapungua. Pia nami naunga mkono na kuwapongeza wale wote ambao tumewachagua siku ya leo kujiunga na viongozi wengine katika Bunge la Afrika Mashariki. Ni kweli kwamba hivi majuzi tulipokuwa katika Michezo ya Afrika Mashariki, tulipata kwamba Jumuiya ya Afrika Mashariki ilikuwa inangoja viongozi hawa wateuliwe na naona kwamba azma yao na matarajio yao yametimika siku ya leo. This Motion is supposed to have come before devolution. We all understand and know that the spirit of this nation is devolution. Investors may have wished to invest but they are not able to do so because of the challenge that we are trying to address today through this Motion. • 8 Nov 2017 in National Assembly: The other issue that is very important for us is to look at how far we are planning our cities or urban centres. Do we plan them for 10 years, or do we plan cities on a cluster, or do we plan them with an aim of expanding the centres to the rural areas? • 8 Nov 2017 in National Assembly: I come from Mosop and it is now developing. Our roads have expanded. We now have our headquarters at Kabiyet, but it is poorly planned. At Kaiboi we have a technical training centre. We have to plan. Development has to be done on people’s land. As we move along, we must provide resources to enhance this sector so that we can have city and urban planners taken for benchmarking in other countries. So far, we have very few physical planners in this country. We need to change our education curriculum to enable many professionals to undertake physical planning as course. ... view
