That is why we prefer to discuss before the Question is put; we get to change our minds as we listen to people contribute and we get a clear idea of what we are dealing with. I stand to oppose the amendment, too. I support the original amendment by Hon. Okoth because it is a right for every Kenyan to get legal aid. I want to bring the attention of the House to the fact that we have a deadline of 15th April, 2016 on the anti-doping Bill. If we do not pass that Bill before that time, this country is going to be banned from all international races outside this country. As we consider these Bills with constitutional timelines, I would like to urge this House to take that into consideration. view
