  • 3 Jul 2013 in National Assembly: Thank you, hon. Speaker, Sir. I stand here with a deep heart because of insecurity in Trans Nzoia. I come from Cherangany and one thing I would like to ask the Leader of Majority Party is: This country depends so much on the police. We think the police will solve all our problems but there is one component of security that I think the Government is not doing enough in it and that is the civilians. What is the Government doing to involve the civilians on maintaining security? Does the Government have a hotline that civilians can call and report? ... view
  • 3 Jul 2013 in National Assembly: Another thing is that I came from Cherangany this weekend and when I went to the police station to ask, the police station told me that they have cars but they do not have fuel. They said that they are given Kshs15,000 for three months. That will not even buy gas for them. So, what is the Government doing to make sure that more money--- view
  • 3 Jul 2013 in National Assembly: Hon. Speaker, the issue of security is very important. We have sung this song in this country for many years. That is why everybody is very interested in knowing what the Government is doing to make sure that security is enhanced in this country. Also, we need to know what the Government is doing to hire more police officers. The ratio of civilian to police officer in this country is below what is required. view
  • 26 Jun 2013 in National Assembly: Thank you hon. Deputy Speaker. I rise to support this Motion as amended, and I would like to reiterate that education is liberation. For us to change this country and move it forward, we need to liberate our young men and women by educating them. The late of poverty is increasing in this country. We are becoming a country that really does not care about the poor people. Hon. Deputy Speaker, I stand here today because people cared about my education. I was not born in a rich family, but because somebody cared and gave me support, I am here ... view
  • 20 Jun 2013 in National Assembly: Thank you, hon. Speaker, Sir. I rise to support the Motion as amended but, first, I would like to congratulate the Chairman of the Budget and Appropriations Committee for the good work he has done so far. I will start with the issue of delayed disbursement of funds. In order for us to move forward, as a country, we must make sure that monies provided in each year’s Budget go where they are supposed to go. An issue like the one we had yesterday, of Kshs5.4 billion CDF allocation for 2012/2013 Financial Year being pushed to the next financial year; ... view
  • 20 Jun 2013 in National Assembly: Hon. Speaker, Sir, I think I still have ten more minutes. I would like to contribute part of it to the following hon. Members--- view
  • 20 Jun 2013 in National Assembly: Hon. Speaker, Sir, I want to donate. view
  • 20 Jun 2013 in National Assembly: Hon. Speaker, Sir, indeed, I donate a lot of other things. I want to donate two minutes to hon. Chepkonga. view
  • 20 Jun 2013 in National Assembly: That is true, hon. Speaker, Sir. I am donating two minutes each to hon. Chepkonga, hon. Ngeny, hon. Kosgey and hon. Justice. That makes it eight minutes. I will keep two minutes for myself. view
  • 20 Jun 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. First of all, let me thank this House and all Members who have been able to support me through this Motion. The need for us to empower, protect and support our athletes is beyond explanation. Those athletes have done so much for this country. Those athletes need more than we give them. Those athletes are the best ambassadors that we have in this country. If you go to America - where I lived for a long time - and ask someone who the President of Kenya is, he or she will not tell you. ... view
