In the villages, victims are scared of reporting crimes that have been committed against them because of fear that when you report a crime to the police or to the authorities and then that person who has committed the crime against you is released, they come back to torture or haunt you. We have many people who leave this country in search of work in other countries and then they become victims of torture and mistreatment out there.
