  • 28 Aug 2018 in National Assembly: We need to tighten it much further because the Central Bank base rate is dependent on very many factors. There is even fear that since this is an unpopular decision by the Central Bank; they could collude with commercial banks to increase the Central Bank base rate to the detriment of Kenyans. • 28 Aug 2018 in National Assembly: I oppose any proposal to change the status quo. We should retain the rate. view
  • 23 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I seek the indulgence of the Mover if he finds love in his heart and if he loves the people of Kenya and is considerate of them, giving the CS a whopping 30 days to answer a question however urgent or not is unnecessarily too long. I request him, with the indulgence and the love for the people of Kenya that yes the urgent question can be answered in three days. Can we reduce the ordinary question to 14 days or not more than 21 days? I seek for his indulgence. I ask him ... view
  • 22 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First of all, I must admit that I do not know many of these individuals but substantively I stand here to support the Motion. Probably, based on the guidance you will issue, we could be making some amendments. First of all, I want to deal with the functions of IPOA. Those of us who can remember by going down memory lane we have had a police force that has generally been a law into itself. We have had a police force that has literally trampled on human rights and rights of accused persons. We ... view
  • 22 Aug 2018 in National Assembly: have been raised yet nothing has been done. There are cases of police officers absconding duty. Instead of providing adequate security, police officers seek to arrest people having their normal drink after work, and leave thieves to roam all over. They let Ugandan soldiers invade our waters and arrest our people. They do completely nothing. So, we urge that IPOA comes to the rescue of the ordinary mwananchi in Kenya to enable them get adequate protection and service from the National Police Service. As I conclude, many of us have reservations about one member No. 7, Mrs. Praxedes Chepkoech Tororey. ... view
  • 22 Aug 2018 in National Assembly: Honestly speaking, if you cannot preside over a credible election where even your fellow commissioners and colleagues feel you are incompetent, how can you be allowed to assume a position of protecting the general interests of the people of Kenya? It means she is there to serve the interest of the establishment and she will not serve the interest of Kenyans. She is not the people’s keeper but is basically going there to preside over the continued misuse of police power in this country. So, subject to the direction we will be given on Tuesday, is it possible to amend ... view

  • 14 Aug 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I stand, at the outset, to support the Motion by virtue of what my able Chairperson has stated. As I support the Motion, there are some pertinent issues that we need to raise on the Floor of the House that, probably, will support and assist the ERC as they amend the regulations to ensure they come into force. First of all, I note that in the entire regulations, there was no evidence of public participation and that contradicts the law, the Constitution and precedent that has already been set. No regulation, law or anything that ... view

  • 14 Aug 2018 in National Assembly: annulling the regulations, I urge the Cabinet Secretary (CS) in charge of energy, the ERC and all professionals involved in the built environment to move with speed to come up with workable and practical regulations in as far as the use of solar energy and other renewable energy is concerned, to minimise loss of forest cover and reliance on other forms of electricity generation like diesel and, probably, other sources of power that pollute the environment. We cannot just sit and wait because issues of electricity bills and depletion of the various sources of energy are becoming a reality in ... view
