  • 21 Jun 2018 in National Assembly: The gist of much legislation is in the regulations. I urge all members of our Committee and other committees to take adequate care on the regulations. That is where the details are and if you are not keen, many regulation-making authorities or state departments might contravene the provisions of the parent Act by sneaking in clauses or requirements in the regulations that will tend to hurt ordinary Kenyans. view
  • 21 Jun 2018 in National Assembly: As much as we have annulled these Regulations, we told them to go back and do a thorough job. Once they are ready, they can bring back a new set of regulations for our consideration. We will review them together with them because they have very many pending applications. It is also a good avenue to make some little money so that we do not complain of cash-flow challenges. Indeed, we have so many pending assignments that need to be done that could be done by drones. It is upon them now to move with speed to ensure that they ... view
  • 21 Jun 2018 in National Assembly: With those few remarks, I support the Motion to annul the Regulations in entirety. view
  • 13 Jun 2018 in National Assembly: Hon. Temporary Deputy Chairlady, thank you. I have been trying to catch your eye the whole afternoon. I just wish to comment that with the chronic teacher shortage in the country, I think we have done a disservice to the children and the teaching fraternity in this country. We have done a disservice to the education sector and I think it is important that the coming supplementary budget we sincerely have to do something. For example, in my own constituency of Funyula, I have a teacher shortage of almost 100 teachers. It is straining performance. It is going to comprise ... view
  • 13 Jun 2018 in National Assembly: Hon. Temporary Deputy Chairman, I must admit I sit in the Departmental Committee on Trade, Industry and Cooperatives. It has been a long battle to get where we are. We must appreciate the little we were given. We expected much more. However, going forward, we need to look at Kenyan industrial estates a bit more favourably. They had initially been allocated Kshs1 billion but during haggling, it was reduced to Kshs300 million. We are afraid the Kshs300 million might not be much to support small-scale industries in various regions of this country. If we truly want the industry to account ... view
  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman, for this opportunity. As much as I appreciate the work of the Judiciary, we need to continuously pump in a little more money to fight the rampant corruption and crimes in the country. Secondly, there was a proposed law court in Funyula Constituency. The groundbreaking was conducted by one of the Judges of the Supreme Court, Dr. Smokin Wanjala. I believe that should have been around 2010 but nothing has been done up to now. We hope we will get the long awaited court this financial year so that we reduce the traveling distance ... view
  • 12 Jun 2018 in National Assembly: Thank you for this opportunity. Basically, I stand to support. The Presidency is a unifying factor for the country. I hope and believe that in allocating these funds they will be used for the intended purposes and prudently foster national cohesion and togetherness. Having come from a very divisive election, this is the right time now to make all efforts to ensure that we bring the country together as a united one. view

  • 12 Jun 2018 in National Assembly: On a point of order, Hon. Temporary Deputy Chairlady. view
  • 12 Jun 2018 in National Assembly: Hon. Temporary Deputy Chairlady, I rise to support. But as I support, we need a clear clarification on TVETs or post-secondary training institutions. We have vocational or what we used to call village polytechnics that are under the county governments. We need to be very clear so that there is no confusion. Probably, the confusion is the cause of the low enrolment in a number of institutions. view
