Thank you, Hon. Temporary Deputy Speaker. Chances are very high that I will close the Floor for the day. I support the Central Bank of Kenya (Amendment) Bill (National Assembly Bill No.10 of 2021) that is amending the Central Bank Act to provide for digital-lending and regulations for digital-lending. Since time immemorial, people have had to borrow. In my life before I came here, we used to say that debt is cheaper than equity and that nobody has ever made money using their own money. So, borrowing has been with us over time. It has metamorphosed over time in different ...

constituencies because you wanted to send them money, I can bet that about six to seven of them would say: “Do not send to this number because it has Fuliza . Do not send to this number because I have delayed paying M-Shwari and they will take everything.” Young people, as defined by the Constitution, are those below 35 years. Quite a number of us, most politicians, myself included, find Fuliza fairly convenient, and if I am called because there is an emergency in the constituency, I do not have to stop talking to rush to the bank to withdraw ...

of the role they play and the people they serve. The moment you increase them, you make it onerous and cumbersome to register. The more expensive you make it to comply, the more they will pass over that cost to the end consumer and reduce the lending. As much as it might be good, it will affect capital flow. I call it capital flow because many times, many people who borrow do so to service an order or purchase a consumer good that they require. Hon. Temporary Deputy Speaker, I know time is almost up. However, as I conclude, one ...

Thank you, Hon. Speaker. It is also important that such a matter has been brought to the attention of the nation because land issues are very emotive. The Constitution and the National Land Commission Act have very specific timelines and mechanisms of addressing the matter at hand. I believe that the Departmental Committee on Lands is well-equipped to deal with the matter. Secondly, because gazetted land is public land, its conversion to private land or any other form of land ownership is dictated by the provisions of the Land Act No. 6 of 2012. I believe it should provide guidance. ...

Thank you, Hon. Temporary Deputy Speaker. Let me congratulate my colleague from Isiolo for bringing this special Motion to discuss the issue of drought in this country. It has been a predictable cycle that after a certain number of years, we have drought; some severe, some mild and some manageable. However, in all cases, it is untenable. It is inconceivable that in the 21st Century, with advanced technology in prediction and trending methods, we are unable to predict when drought will hit and which parts of the country it will hit so that we prepare and have mitigation measures in ...

There has been rain failure all over the country. My constituency has lost many crops and has failed crops. This is a matter that now requires urgent attention. I sincerely believe that with time, we should resolve those issues. We are suffering. We are paying for the sins of false promises and lies that the Jubilee Government has told us since 2013. They proposed that they would develop irrigation-fed agriculture, but up to now, there is nothing. They promised us a bumper harvest at Galana Kulalu, but up to now, there is nothing. The best they can do is make ...

Thank you, Hon. Speaker. I share in the pain of my colleague. The statement from the Ministry is underwhelming and incapable of handling the issues at hand. The Ministry is behaving like the proverbial ostrich by burying its head in the sand knowing that everything is okay and yet Kenyans are suffering. The transport industry is a major employer. Those who are unable to operate full capacity are suffering. The social impact is overwhelming. It is more than the impact of the corona itself. The owners of those vehicles have taken loans and are choking. At some point, the whole ...

Thank you, Hon. Speaker. The issue of congestion in secondary schools is alarming and some of us are victims of our own success. With the improved disbursement of bursary from NG-CDF, many boys and girls who would not have gone to school at all are now flocking schools. In my constituency of Funyula, we have literally achieved a 99 per cent transition rate since I became an MP. I have one neighbouring school which has been doing well and kids have remained in school because of bursary being availed. It has got 600 pupils who are reporting in Form One ...
