  • 16 Feb 2021 in National Assembly: Thank you, Hon. Speaker for giving me an opportunity to contribute on the Referendum Bill. Everyone in Kenya is anxiously waiting for the outcome of this debate for the simple reason of the task ahead of us as a republic. A referendum, as I understand, is basically an election. It is an election to answer a question or to determine a contentious issue. It has happened before even when it was not expressly set out in the Constitution. We held referendums in 2005 and 2010. We have had two successful referendums previously. People are wondering why we now need a ... view
  • 16 Feb 2021 in National Assembly: First, I want to look at the process of the Bill as currently drafted. I want to trust the presentation made by the Chair of JLAC on behalf of the Committee. It was very clear. There are gaps that need to be looked at. We need to address the process. Once a promoter makes a decision to promote a contentious issue, what is the process that one has to go through to the point when we conclude? I am afraid that the Committee does not seem to have fully addressed the most contentious issue of the process: How do you ... view
  • 11 Feb 2021 in National Assembly: Hon. Speaker, I rise to ask Question No.013 of 2021. For record purposes, this Question was asked in the last Session but it lapsed. It is directed to the Cabinet Secretary for Transport, Infrastructure, Housing, Urban Development Public Works. (i) Is the Cabinet Secretary aware that the Matayos-Ganjala-Nakhasiko-Nangina (C830) Road that traverses Matayos and Funyula constituencies is among the Roads 10,000 Programme and that the procurement process for a contractor under the Low Volume Sealed Roads (LVSR) was commenced but not completed? (ii) When is the Ministry expected to complete the procurement process and have the road improved to bitumen ... view

  • 11 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving this opportunity. Let me also take this opportunity to congratulate my colleague for bringing this amendment to the House. I came to learn of Bixa Orellana through the Kenya Bixa Limited in my other life before I came to Parliament. Indeed, the principle behind this amendment is essentially to elevate the Bixa Orellana product or plant to the same level as other cash crops that have been stated in the First Schedule of the Crops Act. Agriculture is the backbone of this country. Cash crops are the backbone of rural Kenya. A ... view

  • 11 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to second Sessional Paper No. 1 of 2020 on Kenya Wildlife Service Policy. Generally, a policy statement or document is a generality that gives guidance and basic expectations. It thoroughly analyses the sector and comes up with interventions or remedial measures. I have had the opportunity to peruse through the policy and I must commend the drafters of the policy. They did a commendable job. Many are times you look at some policy documents and you just get fed up after reading the first two pages. view

  • 11 Feb 2021 in National Assembly: Hon. Temporary Deputy Speaker, it is important for us as a country to understand and appreciate the importance that wildlife plays in our lives. The policy clearly says that Kenya is the second most diverse in terms of wildlife in Africa. Probably if we add the world, Kenya would rank very well. It is therefore important that this policy is given the attention it deserves and its implementation is escalated as soon as possible. Hon. Temporary Deputy Speaker, ordinarily, a policy should precede legislation on administrative and institutional infrastructure. We are aware that there is the Wildlife Conservation and Management ... view
