When it favours them, they gladly take up the position. When they do not feel like, as they pursue certain agenda that is part of the current political dispensation, they come and say all those kinds of things. They are mere duplications. They are a duplication in the sense that the ultimate end game of a registration process is to issue a title or a certificate of title.
