Thank you, Hon. Temporary Deputy Speaker. The “CJ” is telling me his issues. Nevertheless, he is a good friend of mine. I stand to support the proposed amendment to the Health Act by our colleague, Hon. Mishra, in respect of the issue of referrals. The medical fraternity has a process for referrals. There is a possibility that it is being abused. There is a possibility that quite a number of referrals are not properly done, therefore, jeopardising the lives of very many patients in this country. However, the one that seems to have very many issues is referrals abroad. As ...

Thank you, Hon. Speaker for giving me the opportunity to comment on this. This month marks 10 years since we inaugurated the new Constitution. It is incumbent upon both the Senate and the National Assembly to respect the provisions of the Constitution. The leadership of both the Senate and the National Assembly needs to sit down and find ways and means of harmonising how things are done to avoid wastage of public resources. Quite a number of those Bills are very important to Kenyans, but as everybody has mentioned, if we are unable to proceed and conclude the process, that ...

Thank you, Hon. Temporary Deputy Speaker, for this opportunity. We are a House of debate and we must be allowed to debate the Bills before us without any intentions of short changing anybody. I stand here to support the Parliamentary Pensions Amendment Bill No.3 of 2019 sponsored and presented in this House by Hon. Mwadime. I must take this opportunity to thank him for having spared the time to come up with these amendments. I want to start by making two important statements in respect of this matter. First of all, Article 41 of the Constitution of Kenya requires that ...

I know my time is up and as I conclude we must also look at the Members of the County Assemblies (MCAs) and the former councilors. They served in public service and they are suffering out there. With those few remarks, I beg to support.

Truly, the Bill on public service and values is important. However, we have not lived to the letter of the law. We hope these amendments will entrench that particular requirement. As my colleagues have said, we need mechanisms to punish those who do not comply. A county like Busia with many people of different ethnic groups... It is so unfair to find that all the plum jobs are held by one community at the exclusion of others.

Thank you, Hon. Speaker. I had a discussion with the Chair. The response is more or less satisfactory save for a few issues of clarification which he has tried to do. This is because the patrol unit stationed in Port Victoria is almost 30 kilometres, from the notorious point where Uganda security men normally crossover to harass our people. So, I asked him to kindly request through the Departmental Committee Chair

. Koinange for coast guards and probably add an additional speed boat in that section of Lake Victoria. This will enable us to arrest these notorious invaders who come to harass our people.

Secondly, probably this is matter that requires further interrogation. This is because as the response clearly indicates the breeding point for fish is at the mouth of River Sio. They breed and then move upstream. So, honestly speaking, I know this is a complicated matter. When our fishermen go to fish they are simply going for their fish and not anybody else’s. So, the harassment by the Ugandans is a provocation which if not checked, we will retaliate the best way we know. This is because the fish do not have passports to indicate whether they are Ugandan or Kenyan. ...
