  • 4 Dec 2019 in National Assembly: Hon. Speaker, allow me, if you do not mind, so that I do not lose my minutes to enable me make a contribution on this matter. I must admit that the service the hon. Member has offered this country is distinguished. I am even feeling such decorated CV going to SRC might not bring out the best of her in respect of service to this country. It is unfortunate that with such a kind of a CV, she has not been considered for higher positions in this country. Most of us would envy her because she would look as if ... view
  • 4 Dec 2019 in National Assembly: As we stand here, many Kenyans feel CIC has veered off its mandate. CIC seems to concentrate on minor irrelevant issues. view
  • 4 Dec 2019 in National Assembly: It is SRC. Thank you for the correction. The Salaries and Remuneration Commission (SRC) seems to have veered off its mandate and concentrated on irrelevant issues instead of focusing on the core issue. The issue of productivity of an employee or a worker is related to the amount of compensation. For one to get the best of a person, he or she must feel adequately compensated for the services they are offering to the employer. In this respect, it is the Government or the people of Kenya. Concentrating on minor issues instead of looking at the HR aspect holistically is ... view
  • 27 Nov 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support the amendment to the Motion. It is not fair to leave it blank because the extension can be there forever. Capping it for a certain number of months is the right procedure, so that, at least, those responsible for appointing the Auditor-General have a period of six months to do what they are supposed to. view
  • 27 Nov 2019 in National Assembly: With those few remarks, I support. view
  • 27 Nov 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for this opportunity. As I second this Motion, I would like to remind my colleague that Funyula Constituency only sends titled men and women to represent them in Parliament. I belong to the Committee on Delegated Legislation. I support the Motion. Land is a central issue in the country because of its importance and centrality in the process of production, cultural and political dispensation. Therefore, these Regulations were meant to implement or actualise Article 60 of the Constitution of Kenya, which is the broad part of land administration that calls for efficient and effective ... view
  • 27 Nov 2019 in National Assembly: consultations with the NLC. This raises the question: Does a mere invitation to attend a stakeholder meeting constitute consultation? We must also appreciate that that was probably the time we did not have a substantive NLC. That could have resulted in failure to demonstrate adequate consultation. Secondly, the issue of land transactions is important to Kenyans that it was necessary that there be a regulatory impact assessment report. The Ministry did not provide this. Thirdly, knowing the importance of land, it would have even been more prudent for them to go further and prepare some kind of social impact assessment ... view
  • 26 Nov 2019 in National Assembly: Thank you, Hon. Speaker for giving me the first opportunity this afternoon to contribute to the Bill. This is an important Bill in view of the happenings in the country; namely, the addiction that young people and a few others have towards gaming, gambling and related activities. The Bill is an eye-opener for many of us who have shunned those kinds of activities. Through the definitions and provisions, we will come to understand what those monsters called “gambling” and “gaming” are concerned with. I stand on behalf of very many distressed parents and spouses who have lost their children and ... view
  • 26 Nov 2019 in National Assembly: cases where university students have used their school fees or pocket money to gamble and leave their families distressed. It is important that, at this particular point in time, we thank the Committee for coming up with such a comprehensive Bill to deal with issues to do with gaming and related activities. It is a voluminous and fairly extensive Bill. There are a few issues that have come up very clearly, which we will have to address when we go to the Committee of the whole House. Allow me to mention some of the issues that are coming out very ... view
  • 26 Nov 2019 in National Assembly: Hon. Speaker, the Bill requires that the Council of Governors (COG) only appoints one person and then there are three other persons who come from the national Government. Out of a Committee of 11 persons, we only have three or four people who can really be seen to be independent to guide the Government in administering the Bill when it becomes an Act of Parliament. view
