However, there are some typographical errors which I hope I will be allowed to amend as I read out the Question. (i) How many head teachers, both for primary and secondary schools, are set to retire between 1st January 2019 and 31st December 2019 in Funyula Constituency?

On the onset, I support it because it is recommending the appointment of an independent auditor to audit the Auditor- General. As you are aware, the Office of the Auditor-General is established under Article 229 of the Constitution of Kenya 2010. auditing is part of the control measures used in management science to ensure that planned activities are executed as intended. I take this opportunity to hope that the lapse of time since 2014 will not be a problem to the appointed auditor because over time data and information is lost, memory lapses and indeed the accuracy and veracity of the information is doubtful. I know the accounting profession requires that all auditing materials or books of account must be preserved for seven years. Thank you, Hon. Speaker. I will be very brief for the benefit of time and in order to enable us move to the next level. First of all, I must state without doubt that Kenyans and Members of Parliament support devolution 100 per cent but we support reasonable and sober devolution that ordinarily was first devolved for the benefit of the people of Kenya. I think the issue we have here is purely a matter of either deliberate misinterpretation or mere grandstanding. Article 114 of the Constitution is specifically clear on who generates money Bills.
