Thank you, Hon. Speaker. As I conclude because many of my colleagues have already ventilated on this issue, I want to ask you a question because I may not be suitable to give you advice. I think we need to specifically go back to Article 114 which generally mandates this House to generate and enact money Bills. I request that we have courage to resist pressure from the Senate and allow this Bill we are going to pass today to become law and not be subjected to mediation. First of all, Article 218 of the Constitution does not in any ...

procedural and land management issues. At least your guidance will enable the Committee and the relevant persons to do a little more due diligence and comply with all the laws that relate to donation of public forest land for private settlement. I must mention at the outset that any title deed acquired fraudulently cannot stand the test of time no matter how long it takes. Even the so-called ‘adverse possession’ cannot hold in respect of public land. So, in this matter, it is important that our colleague advises his people properly because in this country, we have a dwindling forest ...

Hon. Speaker, probably, the clerks dealing with these kinds of sensitive matters need adequate capacity building so that we do not find ourselves in an unfortunate situation where we have to retrack what we have more or less completed.

We must commend the Committee and the KDF for accepting to open up for scrutiny in the acquisition and utilisation of public resources. I have had a chance to peruse through the Report and I must say the Committee has made a reasonable attempt to bring into fore the issues at hand. There are a few issues that need to be brought into the attention of the Committee, so that as they retreat to reconsider or even as we approve the Report, probably when it comes to implementation, they need to come out clearly. One, looking and listening through the ...

through the submission by NEMA, nothing seems to have been submitted considering the fact that we are putting up such a facility in a highly fragile ecosystem. There is danger and fear that without an approved or an accepted AIE, we are going to end up damaging the livelihoods of the people surrounding the facility. I urge the Committee to insist that the Department of Defence ensures that we have an approved AIE. A project of this magnitude also requires another study, namely, the social impact assessment. The emphasis is on the willingness to pay and accept. Those are technical ...

Thank you, Hon. Temporary Deputy Speaker. I take this opportunity to sincerely thank Hon. Waluke, first, for giving me an opportunity to assist him in replying to the Motion, and more importantly for bringing these issues we probably talk about off-record to be ventilated on the Floor of the House. I assure him that as Members of the Departmental Committee on Trade, Industry and Co-operatives, we will mainstream the discussions with the relevant Ministry so that we see how much we can do to actualise the many policies that have been put in place to support and facilitate trade in ...

country. I also want to assure him that the Committee will seriously interrogate the growing trade deficit among our key trading partners to find out where exactly the problem lies. But from my position as the Member of Parliament for Funyula, I recall, with nostalgia, that many years back we used to trade with Uganda. We used to export finished products to Uganda and they would bring us raw materials. The tide has changed and it is now the other way round. We must find out when the rain started beating us.
