I take this opportunity to hope that the lapse of time since 2014 will not be a problem to the appointed auditor because over time data and information is lost, memory lapses and indeed the accuracy and veracity of the information is doubtful. First of all, I must state without doubt that Kenyans and Members of Parliament support devolution 100 per cent but we support reasonable and sober devolution that ordinarily was first devolved for the benefit of the people of Kenya. I have had a chance to peruse through the Report and I must say the Committee has made a reasonable attempt to bring into fore the issues at hand.
