There is danger and fear that without an approved or an accepted AIE, we are going to end up damaging the livelihoods of the people surrounding the facility. But from my position as the Member of Parliament for Funyula, I recall, with nostalgia, that many years back we used to trade with Uganda. We used to export finished products to Uganda and they would bring us raw materials. The tide has changed and it is now the other way round. We must find out when the rain started beating us.

Speaker, pursuant to Standing Order 44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Agriculture and Livestock on the need to cushion fishermen in Funyula Constituency from the effects of a Government directive banning illegal fishing in Lake Victoria. The Government recommended gillnets of 5 inches and above which are out of reach to the majority of fishermen. On average, it costs around Kshs2,500 for one net. With due respect, the Chairman is misinformed because there is an existing ban. The ban is on two fronts. One, the size of the fishing gear and two, the days of fishing. So, I would want him to get proper information from the relevant ministry so that he can give an answer that I can take back to my fishermen in Funyula Constituency.

Hon. Temporary Deputy Chairman, thank you for this opportunity. I also stand to support the amendment proposed by the Chair. As Members of Parliament and as Members of the National Assembly, our mandate in the Constitution is explicitly clear. The lack of legal provision has made it completely impossible for us to discharge our duties on oversight and legislation. This is because we are legislating on behalf of people. You must listen to the people and get their views which you can then come and incorporate in the legislative process. I support.

Thank you, Hon. Temporary Deputy Chairman. The amendment proposed by the Departmental Committee on Justice and Legal Affairs seems to be progressive and takes care of the bicameral nature of Parliament. However, since Parliament is one institution, we should consider a situation whereby we have one centre of power. I am particularly concerned by the implication of Article 127 of the Constitution that clearly says that the Clerk of the Senate shall be the Secretary to the Commission.
