Mr. Deputy Speaker, Sir, I think I was very clear that if the hon. Member donated land and has given us the title deeds, I have to make reference. This is because this is a new cultural centre which he is requesting to be started. It is not one which is ongoing.

Mr. Deputy Speaker, Sir, I think I am very clear to the hon. Member. This is something that he has requested to be started. I will go back to the Ministry and find out whether, indeed, he surrendered the title deeds for the land because he is now talking about documentation. I will also find out about the letter he is talking about here.

Mr. Deputy Speaker, Sir, the Ministry will construct a cultural centre where the Member has requested after he has followed the steps which are supposed to be followed. At the same time, availability of funds can be another issue.

(a) I confirm that the groups that annually come to perform during the Kenya National Music and Cultural Festival are self-sponsored as they are responsible for their own transportation, accommodation and general upkeep during the festival, except where a formal commitment has been made by the festival organizers. This commitment is put in writing through the Provincial Directors of Culture to the teams which have qualified for the nationals. (c) Mr. Speaker, Sir, I am glad to inform you that last year the following cultural groups from Mumias Constituency received certificates and/or trophies. These groups were:- (i) Ekama Cultural Group; (ii) Mumias Cultural Group; (iii) Nabii Cultural Group; (iv) Ichinga Cultural Group; (v) Lung’anyiro Cultural Group; (vi) Lukoye Cultural Group; and, (vii) Mumias Municipal Cultural Group. Mr. Speaker, Sir, I agree with the hon. Member that we do not have a budget for the same, but the Ministry of Education has within its budget an element which is concerned with these activities. That is why they are able to cater for the operations.

Mr. Speaker, Sir, the simple answer is “Yes.” Before these groups come to Nairobi for national music festivals, we just give them a syllabus and regulations. In the event that they cannot sponsor themselves, they can just abstain from coming.
