  • 19 Mar 2015 in Senate: Mr. Speaker, Sir, I will ensure that the Chairperson gets the message. We will pass the message to the Ministry as it has been requested as soon as possible. SETTING OF BUDGETARY CEILINGS FOR COUNTY ASSEMBLIES BY THE CRA view
  • 19 Mar 2015 in Senate: Thank you, Mr. Speaker, Sir. I only wish to seek one clarification from the Chairperson of the Committee. The Committee made a recommendation that the Controller of Budget and the CRA, release adequate funds for the fourth quarter. Are these funds going to be subjected to the same ceilings that have been used before? What are the time lines considering that some of the counties who have used their funds without following the ceilings are almost in a crisis and are, perhaps, not able to perform their responsibilities until they are due for the next funds? What are the timelines ... view
  • 18 Mar 2015 in Senate: Mr. Temporary Speaker, Sir, I also rise to support this Bill very strongly. Before I do so, I thank Sen. (Dr.) Zani for her effort in this Bill. I also thank the Committee for many hours they spent in collecting all the data that led to formulation of this Bill. This, indeed, is a very important Bill. It has a future in it and it is one of the Bills that we must address with brevity. The Senator for Machakos County, who has just spoken, talked in a manner to suggest that everybody here is going to freeze and stop ... view
  • 17 Mar 2015 in Senate: Thank you, Mr. Speaker, Sir. I would the Chairman to tell the House what the KFS is doing as regards the fires in the forests. In the last seven days, fire has been raging in the Mau Forest and Siongiroi Forest in Bomet County. view
  • 17 Mar 2015 in Senate: Mr. Speaker, Sir, I am aware that it is the reduction of the forest cover by the trees and logging is one of those ways that trees are lost. Fire is also one of the ways in which trees are lost. So, I am asking the Chairman to clarify how we could preserve the forests by controlling the fires that are raging in the forests, especially in the Mau Forest. view
  • 12 Mar 2015 in National Assembly: Thank you, Mr. Speaker, Sir. I also wish to take this opportunity to join Sen. (Prof.) Anyang’-Nyong’o for having brought up the Statement of recognition for Prof. Micere Mugo. I had the opportunity, as a student at the University of Nairobi, to have a first-hand experience of Prof. Mugo as a lecturer in the early 1970s. I am glad that this recognition has been done, not post-humously as we have often done; when we have waited until professors are no longer able to hear us make commendations. I am glad that this has been done now when Prof. Mugo is ... view
  • 12 Mar 2015 in National Assembly: I also rise to seek a clarification on only one item that has been raised by the Chairman. Bomet and Kericho counties share close to 200 Kilometers of boundary with the Mau Forest which has a lot of wildlife. There is the usual problem of the human-wildlife conflict in that region. Could the Chairman also clarify why similar action has not been taken in that particular area, as has been taken in the Lake Nakuru area, where there is the human-wildlife conflict similar to the Mau Forest? view
  • 11 Mar 2015 in Senate: Mr. Speaker, Sir, I am the culprit who did not vote the first time because my card was unable to register my vote although I pressed it. However, I voted manually during the Second Division. That is why the figures are worrying Sen. Hassan. view
  • 11 Mar 2015 in Senate: Mr. Temporary Speaker, Sir, pursuant to Standing Order No.45(2)(b), I wish to seek a Statement from the Chairperson of the Standing Committee on Education regarding the failure by the Government to make regulations, pursuant to Section 95(1)(a) of the Basic Education Act, 2013. In the Statement, the Chairperson should:- (a) explain why the Cabinet Secretary for Education, Science and Technology has not made regulations to establish the national education boards and county education boards, pursuant to Section 95 (1) (a) of the Basic Education Act, 2013 to date; (b) clarify if he is aware of the procurement and recruitment crisis ... view
