Mine is to suggest how this should be implemented because it is a clear fact that these schools are required in these marginalized areas in order to give an opportunity to children to go to school. Madam Temporary Speaker, since we devolved our Government functions in the new Constitution we have created units. Some of the units include hospitals in our counties. However, some of the counties lack in various aspects and it is difficult for them to operate. My apologies, I look at this side and could not see him. Thank you very much, Senator, for your contribution and in fact, you referred to some hospitals who are attempting to do this project. I am grateful to hear that some hospitals are trying to carry out this programme. The Motion which has been moved is a very important one and very significant in its implications to our everyday lives and in the future. I would want to say that, unfortunately, this country has never placed research at the correct pedestal given the set up that we have in the country. Mr. Temporary Speaker, along the same lines really, all Bills that are considered in this House concern counties. Therefore, there might not be any necessity to just indicate that. All the Bills we consider in this House concern counties. So is the Minority Whip in order to mislead this House that we could at one point in time consider Bills that do not concern counties in this House?
