Thank you, Hon. Speaker. There is need for clarification. When I rise to ask Questions here, I do so on behalf of the people of Rabai. As you initially pointed out, everything is put together as Disco Matanga . We, in Rabai, are being stopped from mourning the dead and performing our cultural practices that we know. Chang’aa drinking is considered as part of Disco Matanga .

We respect the Muslims and other people’s ways of doing things. The reason I rose to ask the Question is because this order was given in Kilifi County. When you go to the neighbouring counties, people mourn their dead overnight and they have no problem. That is why I am questioning the validity of the order because there was no gazette notice. It is a crime to mourn the dead in Kilifi County. You cannot criminalise an action in one county when the same is being done in other counties without any problem. Thank you, Hon. Temporary Deputy Speaker. I support Hon. Nassir for this statement. Indeed, as my colleagues have averred, this is a very retrogressive directive. This is a country governed by democracy and liberalisation of the economy is a tenet of democracy. Whoever gave this directive should come out clearly and tell Kenyans why he wants to take this country back to where we were before democracy set in. The President making many reservations is not good. This might not be the last one. Today, we are grappling with the KPA matters or those of KNSL. For us who guarantee these people, we know them, so before banks come to a guarantor should involve the guarantor in pursuing the borrower. But what has been happening is that people collude and before you say realise you see auctioneers in front of the House of the guarantor taking everything thus disorganizing the family of the guarantor who did it in good faith without blinking.

As it has been mentioned, here in Parliament, we do not turn the other page of the loan form when we guarantee our colleagues for Sacco loans. We are just shown where to sign and we do it without even knowing how much the colleague is borrowing. We do that in good faith, but it has been abused.
