Thank you, Hon. Temporary Deputy Speaker. I rise to support this Copyright (Amendment) Bill 2017. It is a long time since this Act was passed in 2001 and 16 years down the line, many things have happened especially in the ICT industry. Many innovations and works have changed along the way. In 2010, we passed a new Constitution and we are amending the Act to align it with the new Constitution. I specifically want to look at Section 11 which talks about computer programmes. Thank you, Hon. Chairman. I rise to support the amendments by the Leader of the Majority Party. In the 11th Parliament, we passed a Bill on access to information, which is now an Act of Parliament. I know most of us who have been re-elected to the 12th Parliament is because we did well with our NG-CDF funds. We went round and even printed some booklets to tell people what we had done. Otherwise the people would not know what the Government has done. So I support.

Thank you, Hon. Temporary Deputy Speaker. It is shameful that every two weeks we have to rise in this House to ask for a Motion of Adjournment to discuss insecurity in the country. We do not know whether the Executive listens to what we way. We do not know whether they watch television. We do not know whether they hear our cries each time. It is shameful that the Government cannot use the resources that it has to contain insecurity in the country. Thank you, Hon. Temporary Deputy Chairman. I rise to support what the Chairman has indicated. Our Constitution is very clear. We should not discriminate against the youth, persons with disability or anybody. So, it is clear that we remove it so that it is open to all.

Hon. Speaker, increased cases of insecurity has led to loss of lives and livestock, and displacement of hundreds of people in the country.
