  • 26 Sep 2023 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I am in the right place; I do not know why my colleagues are surprised. I rise to support this Bill. If you give birth to a child with minor disability, you do not kill it. You take the child to the doctor, who will assist the child live a normal life. The Bill has one or two issues that need to be amended, this is why the next stage of the Bill is the Committee of the Whole where Members will come up with amendments and ensure the Bill is improved and usable ... view
  • 26 Sep 2023 in National Assembly: About three weeks ago, I was in Iten County Referral Hospital. Out of seven health workers on duty, five of them are volunteers who are not paid by the county government. Basically, as soon as we pass this Bill and it becomes law and they retain their own source revenue, the committee can set aside a percentage of the resources from the facility and give a stipend as transport allowance. We want to see health workers who are volunteering be motivated to work. Mr. Speaker, Sir, in the past and even now, all the resources that are collected are taken ... view
  • 21 Sep 2023 in Senate: Thank you, Mr. Speaker, for this opportunity. I rise to support the report by the Finance Committee to approve Mr. Andrew Mukite Musangi as the Chairperson of the CBK Board of Directors. I have gone through the report and seen his Curriculum Vitae (CV). It is very good. From the CV, he went to Alliance High School in 1984 when I was in Form Three. He cleared Form Six in 1989. This is good. We expect him to help us and change things at the CBK. Mr. Speaker, Sir, for the last few years, I think the policies that the ... view
  • 21 Sep 2023 in Senate: I believe, even as a lawyer, while working for CRA, he should have gained a lot of knowledge in terms of the economy and that will be useful for him. The current Governor of the Central Bank is an economist. The deputy governor is a banker and Mr. Andrew Mukite Musangi is a lawyer. So, I believe this is a very good team that should be able to steer CBK and even tell us what happened. Why did De La Rue also relocate from our country? We lost a lot of employment opportunities for our youths when that particular plant ... view
  • 20 Sep 2023 in Senate: Thank you, Mr. Deputy Speaker, Sir. I rise to support the Petition by the Senator from Taita Taveta. It is unfortunate that some teachers in that county get hardship allowance and others do not. It is basically discrimination. The Senator has enumerated so many things stating that place is a hardship area. It is semi-arid, there are many wild animals, the roads are bad and they do not have water. The county supplies water to the counties in the coastal region, but they do not have water for their use. These teachers are suffering and they deserve to be given ... view
  • 29 Aug 2023 in Senate: Thank you Mr. Speaker, Sir. On behalf of the Senate, I take this opportunity to welcome St. Brigid Academy from Keiyo South, Elgeyo-Marakwet County to the Senate. This is one of our schools that does very well. Last year, their Kenya Certificate of Primary Education (KCPE) Mean Grade was 392. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Director, Hansard Services,Senate. view
  • 29 Aug 2023 in Senate: Welcome to the Senate. Congratulations and enjoy yourselves while you are here. Listen to our discussions. I believe some of you, in future, will be in this House and others in the National Assembly. Others will become governors and even presidents. Thank you and karibuni . I will see you shortly when you are out there. view
  • 8 Aug 2023 in Senate: Thank you, Mr. Speaker, Sir for giving me this opportunity to contribute to the Statement by the Chairman of the CPISFC. I thank the 12th Parliament, the 3rd Senate who in their wisdom split County Public Investment Committee from CPAIC. For the last nine years, CPAIC in the last Senate did not audit special funds and investments in the counties. That is why as a committee, we have a lot of backlog. We have dealt with about three financial years for close to 40 counties. Basically, we will be finishing by the close of this month of August. view
  • 8 Aug 2023 in Senate: Mr. Speaker, Sir, from what we have seen from the water companies, over 90 per cent are insolvent. They are not able to run on their own because of so many things such as inefficiencies, corruption, incompetence and lack of capacity for the staff because most of the water companies run as if they were independent of the county governments. However, at least now that we have met with the governors, they have known that they are in charge, in control of these water entities. Most of them have even reconstituted the boards because, in the past, some of the ... view
  • 26 Jul 2023 in Senate: Thank you, Mr. Speaker, Sir. I thank Sen. Cherarkey for bringing the Statement to congratulate Faith Kipyegon, Omanyala and now Wanyonyi. They are doing this country great. view
