Most of us in this House are not lawyers, but it is important that we check the minimum qualifications that Speakers have both at the county assemblies, National Assembly and Senate. I am a Member of the Committee on ICT. I know Kenya Kwanza Government has promised Kenyans that they want to have free 25,000 Wi-Fi spots across the country. When we were in Turkana County for Senate Mashinani, we launched two of those free spots at the livestock and fresh produce market. It is unfortunate that some Senators have said some of the spots are not working. As a committee, we will take ... view

• 31 Oct 2023 in Senate: Thank you, Mr. Speaker, Sir. As per Standing Order No.80, we have the option of establishing a Special Committee or investigating the matter in Plenary. I was the Chairperson for the Special Committee on Impeachment of the Deputy Governor for Siaya County. During the process, we gave the accusers and the Deputy Governor enough time. We sat as a committee through the night looking at all reports. I believe constituting a committee is the best way. The families were generous to give 38 acres to KARI for research in that part of the country, but they took advantage and used about 300 acres, which they do not need. They have pushed the families to live on riparian land, which is very dangerous due to these issues of climate change. It is important, since the lease has expired, to give back the land to the community and families, so that they can make use of the riparian land. They can grow trees to help ... view

It is only that the medical field looks like it is still behind in embracing technology. However, when it comes to research, they are ahead. I am happy that this particular Bill has come to the House especially, when we are going to have a National Health Information System that will be used by our doctors across the country to share information to save lives. In his response earlier, he said that there is a special audit that is ongoing. I want to know how long this special audit will take. Secondly, when the audit is completed, is he promising this House that in the next financial year, he will allocate resources, so that all the stalled stadia will be restarted?
