Thank you, Mr. Speaker, Sir. As per Standing Order No.80, we have the option of establishing a Special Committee or investigating the matter in Plenary. I was the Chairperson for the Special Committee on Impeachment of the Deputy Governor for Siaya County. During the process, we gave the accusers and the Deputy Governor enough time. The families were generous to give 38 acres to KARI for research in that part of the country, but they took advantage and used about 300 acres, which they do not need. They have pushed the families to live on riparian land, which is very dangerous due to these issues of climate change. About three weeks ago, I was in Iten County Referral Hospital. Out of seven health workers on duty, five of them are volunteers who are not paid by the county government. Basically, as soon as we pass this Bill and it becomes law and they retain their own source revenue, the committee can set aside a percentage of the resources from the facility and give a stipend as transport allowance.
