• 7 Jun 2023 in Senate: Mr. Temporary Chairman, Sir, I wanted to raise the same sentiments. This is an important Authority that is going to ensure that counties and the communities benefit. Therefore, it is important that we have representatives of the CoG and county assemblies. view

As we do regulations for this Bill, we should ensure that before investors recoup from the investments, counties and communities should get something small progressively. view

I am saying this because in Elgeyo-Marakwet County, there is expression of interest by the Ministry of Mining, Blue Economy and Maritime Affairs. I hope this law will be fast-tracked, so that by the time an investor comes, it will be in effect. view

On the issue of SFR, I know that since 1970s until recently when they suspended SFR, the number of bags of maize that they used to store was about two million a year. As soon as the Committee does its job and SFR is revived, they need to increase the number of bags in the SFR. Since the advent of devolution, Turkana County has received over Kshs100 billion because the average is around Kshs9 billion. Up to date, it is over Kshs100 billion. Recently, we approved another Kshs1 billion as Equalization Fund. That will be a good opportunity for Senators to go and see what the resources have done for close to 11 years. The problem was in Financial Year 2020/2021 where the Senate did not go to any county because of COVID-19. So, I thank KEWOSA for going to Langata Women’s Prison and helping the mothers and the children. I hope they shall also extend the same during Father’s Day in June, 2023, and maybe go to Kamiti Prison. We are there to help. We can send the female Senators to the male prisons too.
