I thank the Chairman of the Departmental Committee on Administration and National Security for the response, but this is the usual way that the Ministry responds. They are telling us that vetting of the NPRs is going on, yet that is what we were told three months ago. I do not know how long it takes to review someone’s conduct. I am requesting that you use your authority to compel the CS to appear before the Committee next week on Tuesday so that I can go and meet him. It has taken three months to do the vetting of NPRs, and people are dying every week. Yesterday, we lost two! Last week we lost more. Hon. Bowen’s constituency is under attack as we speak now! Teachers in Marsabit County are not even going to school and several schools are closed. There is fighting among communities and the Government looks like it is unable to contain this menace across the country. This cattle rustling and banditry has gone on in the country for close to two or three years, on and off. We have had several meetings on this case about Laikipia, Samburu, the Kerio Valley and Turkana. It seems like the security apparatus have been defeated by the bandits. If the alumni are involved in the management of universities, the universities will change for the better because those who have gone to those universities have a lot of interest. They will have a lot of pride in the universities. But, it looks like current managements of universities do not have interest in their institutions and that is why most of them are run down.
