  • 30 Oct 2024 in Senate: As a farmer, I want to know the exact tonnes of fertilizer that were imported by National Cereals and Produce Board (NCPB), which was my employer in the early 1990s. We want fertilizer to be given out to farmers across the year because there are farmers who grow potatoes whose season is throughout the year. We also have coffee and tea. This is so that they do not import only during the maize season. It is not lost to all of us, as Senators or even Members of the National Assembly, that the reason we are in this particular situation - although we had earlier passed the Division of Revenue Act (DORA) and County Allocation of Revenue Act (CARA) - is because of what happened on the 25th and 26th June, 2024, the Finance Bill had to be shelved and withdrawn. We continue to tell them to plough and grow plants, so that at least the basic needs such as food, are put on the table. I believe this is one of the key reasons the inflation rate has dropped from 9.6 to 2.7. They said this is the highest drop in 17 years. It is good news. Last week, we were told by His Excellency the President that the Kenya Wildlife Service’s (KWS’s) revenue grew from Kshs4 billion to approximately Kshs7 billion, using e-Citizen. Soon, they will not need any money from the Exchequer. We want to reach a level where our counties are not relying on the shareable revenue. That should be coming to do development projects. In the late 1980s, 1990s and early 2000s, Moi University was a premier university, second to the University of Nairobi (UoN). I do not know what they thought to buy Rivatex East Africa Limited. An institution like Rift Valley Technical Training Institute (RVTTI) is now bigger than Moi University. Right now, the Eldoret National Polytechnic has more students than Moi University. When the position for Vice Chancellor for Moi University was announced, somehow leaders from that region, including myself, could have influenced that because we wanted our own, which was wrong. It looks like our colleagues in the National Assembly do not know what happens in the counties. When they get such a report, the first item they want to reduce is what goes to the counties.   • 22 Oct 2024 in Senate: stipend, an allowance for them to move around. They have reduced the allocation to CHPs to Kshs2.58 billion. This means that some CHPs who are already helping our people on the ground will have to work without an allowance. How do they expect them to support? It means that communities will not have CHPs to do the basic health issues. We reject this amendment. They will have to return what they removed. If you go to Tharaka-Nithi County, and our colleague Sen. Gataya Mo Fire is here, he will tell you that it is incomplete. It is a shell.
