This is a disease that has been there since the days of county and municipal councils. As Sen. Oketch Gicheru said, by the close of 2012, defunct county councils owed pension schemes over Kshs9 billion. From 2013 up to now, the amount has risen from Kshs9 billion about Kshs82 billion.   • 29 Feb 2024 in Senate: If you check, you will find that LAPFUND, LAPTRUST, Central Provident Fund (CPF) and National Social Security Fund (NSSF) are owed a lot of money by county governments. In fact, out of the 47 counties, it is only three that are up to date. Nyeri County is one of them. We need to laud the three counties. Mr. Speaker, Sir, we may need to amend the Retirements Benefits Authority Act, so that the Retirement Benefits Authority (RBA) can empower the KRA to be a collector of pension deductions from county governments. About four years ago, the number of students qualifying to join universities were not as many as those who went to private universities. In its own wisdom, the Government found it wise to send students to private and public universities under signed capitation. Mr. Speaker, Sir, it is unfortunate that for four years, most private and public universities are still struggling because the Government has not sent capitation to those universities. Finally, let me comment on the Statement by the Senator for Bomet. It is unfortunate that our journalists are being harassed everywhere both at the national and county level.   • 28 Feb 2024 in Senate: Mr. Temporary Speaker, Sir, mine is to find out from the Cabinet Secretary: November to January, we, the dairy farmers, are paid late by Kenya Co- operative Creameries (KCC). There is an assurance from the President that we will be paid twice beginning this March. I would like to know if the Cabinet Secretary can assure this House that our farmers will be paid every 15 days. What plans does he have to ensure we get feeds for dairy at subsidized price across the country? view

We took a lot of time to do this inquiry because last year, there was an outcry over the cost of living as a result of the cost of power in the country.
