Hon. Speaker, the Committee on Communication, Information and Innovation considered the Senate amendments to the Copyright Bill on 25th March 2019, during which we received submissions from the Kenya Copyright Board on the three amendments that the Senate put across. As the Leader of the Majority Party has said, what the Senate has done is to enhance the Bill and enrich it. As a Committee, we agreed with all the three amendments. We did not have any other issue.

Hon. Temporary Deputy Chairlady, I rise to oppose this amendment. If census took place about three months ago, it would have been very difficult to undertake it along Kerio Valley because there was a fight between the Marakwets and the Pokots. If census took place at that particular time, I am sure that most Marakwets would not have been counted. We need to give a rider. We need to list those special occasions. The Member can move a further amendment so that we can list those exceptional circumstances.

Hon. Temporary Deputy Speaker, I thank you for this opportunity. I rise to support the Report by the Budget and Appropriations Committee (BAC). As the Departmental Committee of Communication, Information and Innovation, we presented our Report to the BAC. We are happy with what they did with our proposals. We proposed re-allocations, reductions and increases to re-align the funding curves in critical priority areas and ensure that there are no duplications across the Ministries, Departments and Agencies (MDA’s). The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from ...
