I want to give tribute to the outgoing IG, Joseph Boinnet, because for the four years he has served, we have seen tremendous reforms. Insecurity levels have gone down and he started installation of Closed-Circuit Television (CCTV) cameras in Nairobi and Mombasa. I come from Marakwet West, but I was born and bred in Kerio Valley. For the last few months we have had a lot of issues, two of our children who were in class three and five respectively, were killed last Sunday by cattle rustlers. Many teachers have left the region and especially those who do not come from the locality because of insecurity. Thank you, Hon. Deputy Speaker. As a Committee, we looked at the three amendments by Hon. T. J. Kajwang’. The Members of the Committee are in agreement with the amendments. So, we can dispose of this particular Report with amendments because it has been here since July, last year. It is good now that we have quorum, we dispose the entire Report with the amendments. Having confirmed that the House has quorum, I proceed to put the Question.

Thank you, Hon. Temporary Deputy Speaker. I rise to join my colleagues in supporting the Salaries and Remunerations Commission (Amendment) Bill, 2018 (Senate Bill No.12 of 2018). Sometimes it is important that the nominating authorities are given timelines. If we do not do that, they can sit on the selection of their own representative thus messing up the Commission. In the past, I remember when the Senate and the National Assembly were nominating a representative to sit in the SRC, it took a while. The second aspect is on the expiry of the term of commissioners. Recently, the term of the Inspector-General of Police expired. The law is clear that a day before the date you were sworn in, your term expires. Even for this particular one, the term for the commissioners and the chairperson of the Commission will expire in six years’ time, just a day before the day they were sworn in. I thought there was another amendment that talked about polishing the Bill so that instead of having the Auditor-General of State Corporations, we have the Auditor-General provided by the Constitution ...
