  • 11 Jun 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. You know that when one is speaking time moves fast. Our county assemblies across the country should put the county executives to task and report to them on quarterly basis so that money is put into good use and performance is enhanced. It is important for all the MDAs to report their A-in-A in the budgets. With those remarks, I support the proposals.   • 9 May 2019 in National Assembly: Hon. Temporary Deputy Chairman, I also rise to oppose the amendment by the Member of my Committee. If you look at the current Constitution, lawyers have given themselves a lot of work in many commissions and so this is another opportunity for another lawyer to try and create work for themselves. A chair can be from any profession. You do not have to have knowledge in law because you have expertise within the institution that should be able to guide the chair in this particular area. view

I join my colleagues in congratulating Mr. Hilary Nzioki Mutyambai for his nomination. His papers show his rise from the rank of a police constable in 1991 until the time he left the National Police Service to join the National Intelligence Service at the rank of Superintendent of Police. From there, he rose to the rank of Deputy Director in charge of anti-counter terrorism. The outgoing IG, Joseph Boinnet, came from the NIS too.   • 3 Apr 2019 in National Assembly: He has a Master’s degree in National Security Policy from Australia. He is suited for this job. However, let him know that he has a lot of work awaiting him. In the last Parliament, we tried to pass an amendment to the security laws to have the IG of Police become an accounting officer. We know this office faces challenges and I want to urge Hon. Koinange to propose amendments so that the new IG is given an opportunity to become an accounting officer.
