Temporary Deputy Chairman, I beg to move:- THAT, regulation 20 be amended— (a) in paragraph (1), by— (i) deleting the word “interest” and substituting therefor the words “administrative fee”; (ii) deleting the word “component”; (b) by deleting paragraph (2). Hon. Temporary Deputy Chairman, the first proposed amendment has the word “interest”. This is for the sake of the Kenyan people who are Muslims. pay interest. We want to put the word “administrative fee” in place of “interest”. But all the same, it will amount to the same thing. The word “component” proposes that we do not have grants. Having agreed that we have no grants, then the issue of component does not arise, it is just alone. Then deleting paragraph (2) of Regulation 20 is also because of what I have said under paragraph (1).

Hon. Temporary Deputy Chairman, I beg to move:- THAT, regulation 21 be amended by deleting paragraph (1). The reason is very simple. If you look at those conditions, the amount of money borrowed and the size of the group and the proposed financial plan for the loan repayment that, in our view, is restrictive.

Hon. Temporary Deputy Chairman, if you look at (ii), it says that all groups shall be allowed six months and so on. So, we feel that we need to delete that because as long as a group is registered and meets the other requirements, these other issues about the size and so on may not really matter in terms of deciding which one should benefit.
