Thank you, Mr. Speaker, Sir. I take your advice well. These are historical injustices that have been meted to the people of the area. That is why I am saying that the Proposed Constitution should be passed today so that those historical injustices are addressed. The Minister has talked about permanent staff. How many permanent staff are from the area and what ranks do they hold?

Thank you, Mr. Speaker, Sir. The Assistant Minister for Information and Communications happens to come from the forthcoming Pokot County, and in that area, there is a lot of insecurity. Even those who are in the red cannot even get in. What action is he taking so that the people of that area can also be part of Kenya, and so that there will be proper network coverage?

Mr. Temporary Deputy Speaker, Sir, there is an irrigation scheme called âAmolemâ that brought the Pokot and the Turkana together and it was viable. The Government abandoned it because it was not serving the canals. Could the Assistant Minister confirm now that this project will be revived?

Madam Temporary Deputy Speaker, this group called DOs is a very sad lot in the Civil Service. They are supposed to be in charge of divisions; when they are in charge of divisions, they are in charge of all the security matters in the divisions. But interestingly, and this is what I want to ask the Assistant Minister; the salaries of these officers are far less than those of newly recruited police officers.
