  • 4 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, historically, all industrialization came from the textile industry. So, our farmers who produce cotton and other fibre crops should be given all the encouragement. The Assistant Minister announced, three months ago, that the Government will buy cotton at Kshs30 per kilogramme this year. When will this announcement be implemented? view
  • 29 Oct 2008 in National Assembly: Asante sana, Bw.
  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I would like to add my support to the Motion that the said funds be allocated to the Ministry of Local Government. The Ministry of Local Government is a very important Ministry. More importantly, our local authorities are very dear to us. As was evident during the referendum on the proposed new Constitution a few years ago, Kenyans want devolution of power. We have local authorities elected by the people. When people go to the polls, they elect the President, Member of Parliament and councillor. The councillors in turn go ahead and elect a mayor to ... view
  • 15 Oct 2008 in National Assembly: and creation of jobs. So, I urge the Minister to fight for our local authorities to get the powers from NEMA to approve our building plans. Mr. Deputy Speaker, Sir, another thing that I would like to add my voice to is that our mayors are under siege by the councillors, because they have to be elected by them after every two years. So, they surrender to the whims of the councillors rather than to that of the public. They constantly have to appease them and are blackmailed. This is not good for the country and the local authorities themselves. ... view
  • 23 Jul 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to the Motion. From the outset, I would like to say that I support the Motion because the Ministry does a very important job in distributing land to Kenyans who need it. They need to be facilitated to do this job properly. I want to congratulate the Minister for being appointed to that important Ministry. I am glad that we have a lawyer who has been given that post. In the past, we have had people who were appointed to that Ministry, and could make outrageous ... view
  • 23 Jul 2008 in National Assembly: force the Government to gazette big chunks of land so that there is an artificial shortage of land and the value goes or remains high. In the process, our people are denied the use of that land. I hope the Minister will consult widely before he takes any drastic decisions based on newspaper reports or fitina, fitina of people who are not elected any where. Elected Members of this House are the spokesmen of the people on the ground. We are also able to mobilise them and lobby but we do not want to politicise each and every issue. There ... view
  • 17 Jul 2008 in National Assembly: to ask the Minister of State for National Heritage and Culture: (a) Is the Minister aware that some officers at the National Museums of Kenya are July 17, 2008 PARLIAMENTARY DEBATES 1927 planning to appropriate private properties in Shela, in Lamu Island and convert them into a "World Heritage" centre without compensation to the owners? (b) What urgent steps is the Minister taking to ensure that constitutionally guaranteed property rights of Lamu people are not violated? view
  • 13 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am grateful to the Minister for his assurance that he will do what is best for the people of Kenya. Mr. Deputy Speaker, Sir, there are people who have been allocated land, they have paid for it, it has been surveyed but the Minister put an embargo on the issuance of title deeds. Could the Minister inform this House when, for the best interests of Kenyans, the embargo will be lifted? view
  • 29 Apr 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I would like to take this opportunity to thank all hon. Members who have contributed to this Motion, which reads as follows:- THAT, This House adopts the reports of the Public Accounts Committee on the Government of Kenya Accounts for the years 2002/2003 and 2003/2004 laid on the Table of the House on 22nd April, 2008. Madam Temporary Deputy Speaker, a lot has been said by hon. Members. I think what is really worthy of note are three points. One was raised by Mr. Githae. He said that all we are doing is lamenting ... view
  • 24 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I think Mr. Kabando wa Kabando was contributing, but since he is not here--- view
