  • 13 May 2009 in National Assembly: Mr. Speaker, Sir, the Prime Minister told us that various agencies came up with different conclusions of the tests regarding the quality of the maize. What action has the Prime Minister taken against the pseudo-scientists who have been coming here with subjective conclusions to the tests, particularly with regard to what Justice Omondi was talking about last week in relation to liars for hire and expert witnesses? There are also pseudo-environmentalists and pseudo-scientists who are swindling people throughout the country. view
  • 6 May 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. I am wondering whether some of the points of order which have been raised are not frivolous and a cheap--- view
  • 6 May 2009 in National Assembly: Mr. Speaker, Sir, we need to protect the dignity of this House. All of us took oath here to defend and protect the Constitution. I have never walked on the same side with the Prime Minister, but I do not think it is fair for any Member of this House to say that he is purporting to be in the Government and get away with it. This is a serious issue! view
  • 18 Feb 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me an opportunity to contribute to this Motion, which I must say, is very timely or even probably too late. We welcome it. view
  • 18 Feb 2009 in National Assembly: The people of Lamu are very familiar with marginalisation. We have been marginalised since Independence. For example, the Assistant Minister has just said that he has come up with some solutions and proposals which need Cabinet approval. Ever since we got Independence in 1963, there has never been a Minister from Lamu District. That, itself, is marginalisation. We have never been represented in the Cabinet. So, I hope when the Assistant Minister goes to the Cabinet with that Paper, he will represent our interests, because we have never been represented in the Cabinet since Independence. view
  • 18 Feb 2009 in National Assembly: Madam Temporary Deputy Speaker, marginalisation in Lamu came in many ways. The first way was through insecurity. Insecurity was not accidental. We used to blame the shiftas from Somalia for the banditry in Lamu, but we have information that the people who were evicted from some of the villages were evicted by Kenyan men in uniform. Some of those forces were created to protect Shell and BP when they were drilling for oil in Lamu District. The General Service Unit (GSU) initially, was to protect those foreign companies and not beat up people on the streets of Nairobi and other ... view
  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, in Nahindi Division, Lamu, we lost two people last month, one to a hippo and the other one to a lion. Could the Assistant Minister advise this House as to how much is the scale of compensation for a lost life due to a wildlife attack? view
  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, when the Anglo Leasing issue was being investigated, some people who were mentioned in the inquiry were given a chance to defend themselves before the Public Accounts Committee (PAC). In the Goldenberg Inquiry, the people who had been mentioned in the inquiry were also given a chance to defend themselves. Is the Minister aware that the Ndung'u Commission never gave the people mentioned in the Ndung'u Report a chance to give their side of the story? view
  • 12 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, is the Assistant Minister aware that some people use this water catchment issue and the environment as an excuse to eliminate business competition and prevent people from developing their properties? The other day we heard two Ministers argue about a leopard breeding ground in the Maasai Mara. It turned out that somebody did not want the other to build a competing hotel. Who has the power in this country to declare a place a water catchment area? Could the Assistant Minister assure this House that before a place is declared a water catchment area, rigorous scientific ... view
  • 12 Nov 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. People have declared parts of Lamu Island water catchment areas and yet there are no rivers in Lamu. They have done this without carrying out any scientific study. This is based on rumours. There are no rivers flowing in 3422 PARLIAMENTARY DEBATES November 12, 2008 Lamu. What is the definition of a water catchment area? Could the Assistant Minister, please, enlighten us on that? view
