  • 31 Aug 2010 in National Assembly: Mr. Speaker, Sir, President Al-Bashir is the President and Commander-in-Chief of a sovereign State and I am sure the Minister is aware that you cannot arrest a President and Commander-in-Chief. You can only capture him in an act of war. What part of ICC empowers it to order countries to declare war on one another? While at it, is the Minister aware of any proceedings against one George W. Bush, Tony Blair, Ariel Sharon and the people who dropped bombs in Nagasaki and Hiroshima? view
  • 14 Jul 2010 in National Assembly: Mr. Speaker, Sir, I think the Minister is aware that local maize is good for Githeri, Irio and Muthokoi . However, it has high moisture content. Could he consider lowering the rate of duty of maize? view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, what steps is the Minister taking to ensure that local investors are given as much respect, if not more, as foreign investors? view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, when a private citizen in Kenya proposes an economic activity, he is subjected to an Environmental Impact Assessment (EIA) study by the National Environment Management Authority (NEMA) and he or she is required to get a EIA licence. Could the Deputy Prime Minister and Minister for Local Government direct the Ministers in the country that before they go around doing environmental gazettement, they should undertake to do an economic impact assessment of that environmental gazettement so that we can weigh the costs and benefits of the environmental gazettements? view
  • 7 Jul 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. The Deputy Prime Minister and Minister for Local Government has admitted that he has not understood part of my question. So, I would like to repeat it. I would like to state that there are many trigger happy Ministers who would like to see their names in the Kenya Gazette. They go about signing gazette notices which have very adverse economic impact on the local communities. I want him to direct his Ministers that before they sign any of those gazette notices at the behest of some NGOs and some other busybodies, ... view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, I have already stated in my question that when a private citizen wants to do a proposed economic project like a house, a factory or hotel, he has to go to NEMA and get an environmental impact assessment of that economic activity. Now, I want the Government to also reciprocate. Before the Ministers do some of their silly gazettements, they will do an economic impact assessment of that gazettement before they go ahead to gazette. view
  • 9 Jun 2010 in National Assembly: Mr. Speaker, Sir, yesterday, Kenyans were treated to a spectacle of a Kenyan police vehicle being stopped and searched by American Secret Service Agents. Under which law of diplomatic protocol was this being done? view
  • 10 Mar 2010 in National Assembly: Mr. Speaker, Sir, does the Assistant Minister expect a foreign Government to take seriously our claim for compensation when successive Kenyan Governments have failed to compensate the Mtongwe Ferry disaster victims? We remember that 240 people died in that disaster that occurred 16 years ago and to date their families have not been compensated. view
  • 12 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, the short and long term implication of this is on trade agreements. The main thing that rich countries prevail upon us to do is to open our markets for their goods and services. They have a comparative advantage in producing industrial and agricultural goods whereas Kenya is very efficient in producing children. Could the Minister assure this House that in the next round of trade negotiations, he will press for those developed countries to open up their labour markets, so that our children can go and work there because we are opening our markets for their ... view
  • 10 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, while I rise to support the Motion, I would like to urge the country to proceed with caution. view
