  • 7 Sep 2011 in National Assembly: Mr. Speaker, Sir, the road from Malindi to Lamu is also in a deplorable state. I wonder if the Assistant Minister could ask his officers to do something about it or at least advise me on how I can get one of these roadside declarations. view
  • 24 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill and I will be brief. I am concerned about the fact that the Electoral Commission will be given power to arrest. There have been incidences in the past where the Returning Officers are compromised and they practice criminal and unjust practices in the conduct of the elections, biased towards one candidate. If you award them powers to arrest and prosecute, what happens when a member of the public complains? He might get upset because this guy is being unfair, and he may get arrested and thrown in jail. There ... view
  • 24 Aug 2011 in National Assembly: The other issue that I want to comment on is freedom of association. As my colleagues have already stated, most of our political parties are devoid of any ideology. The only ideology is the tribal chief who happens to head that particular party. Personally, I do not want to be held captive by any tribal chief. My people are behind me. They will follow me to whatever party I go to. However, there should not be a law passed by us here; who are members of those small clubs to restrict my freedom to join or disassociate myself from any ... view
  • 24 Aug 2011 in National Assembly: With those few remarks, I beg to support. view
  • 17 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, cane in Western and Nyanza provinces takes 18 to 24 months to mature. The same cane grown at the Coast Province will take nine months to mature. This is the reason why our sugar is expensive because the industry is inefficient. What is the Assistant Minister doing to revive the sugar industry at the Coast Province? view
  • 27 Jul 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. Recently, members from the northern parts of Kenya and other drought-affected areas had audience with His Excellency the President. We requested five water bowsers each per constituency but they were reduced to two water bowsers per constituency. Does the Prime Minister have any information on how far the implementation of this programme has gone? view
  • 14 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, the biggest problem facing our country at the moment is the millions of unemployed people. This project has the potential of employing hundreds of thousands of people from Lamu up to the northern corridor to view
  • 14 Jun 2011 in National Assembly: Sudan and Ethiopia. Japan is a friendly government which has come to our aid many times. This year, they have had the misfortune of having the Tsunami and an earthquake. I do not know if it is in good taste after you have re-negotiated and the amount has been reduced from Kshs3 billion to Kshs2 billion for the PS, Treasury, to stop payments based on an inaccurate newspaper article by an Anglo-saxon leading journalist by the name of Jaindi Kisero. Could the Minister, please, tell us how many one million jobs are worth to this Government and try to speed ... view
  • 7 Jun 2011 in National Assembly: Mr. Speaker, Sir, inflation is eroding the purchasing power of many pensioners. I wonder if the Minister is taking any steps to ensure that our pensions are linked to the Consumer Price Index (CPI), so that we protect them from the ravages of inflation. view
  • 18 May 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I rise to support the Motion and many of the things that my colleagues have said. I want to add that when the Bill is being drafted, we should keep in mind inflation. Let us use the sum of Kshs2,000 or whatever figure we decide on as a base and then link it to the consumer price index so that every year, it is adjusted according to the inflation rate. Otherwise, the Kshs2,000 will quickly be eroded and become a meaningless gesture and not a meaningful help. I remember just a few months ago, ... view
