Thank you, Mr. Deputy Speaker, Sir. As far the implementation of the Constitution is concerned, we are nine months to the general election and yet in some parts of the country, we do not know where the governors and the county Assemblies will be sitting. Is there any budgetary provision in the next Budget to put up this infrastructure before the elections?

Mr. Speaker, Sir, a crucial piece of equipment in diagnosing some of these ailments is an X-Ray machine. The Minister came to Lamu in July, 2011 and promised us that we would have a new X-Ray machine in August of the same year but to date, we have not received the X-Ray machine. I wonder what the Minister has to say about this.

Mr. Speaker, Sir, the ESP included improvement of a hospital in every constituency, construction of jua kali sheds and markets. The hospitals and jua kali sheds contracts were awarded at the local level and most of them have been completed. Why did the Ministry find it necessary to award the contracts for the markets in Nairobi when we are devolving?

Mr. Speaker, Sir, I beg to ask the Minister for Foreign Affairs the following Question by Private Notice. (a) Under what circumstances was a Kenyan citizen, one Ms. Tashrifa Mohamed Said, found on the streets of Riyadh in Saudi Arabia unwell and without documents in February 2012? (b) Could the Minister urgently instruct the Kenyan embassy in Riyadh to issue her with travel documents so that she can return home?

Mr. Speaker, Sir, I would like to thank the Minister for the answer. I also want to thank the Ambassador and staff of the Embassy in Riyadh for doing such a good job of taking care of one of our citizens. However, because of her diminished capacity, is it possible for the Embassy to prevail upon the Saudi authorities to do away with the desertion case and just have her come home as soon as she is strong enough to travel?

Mr. Speaker, Sir, I was the Chairman of the Muslim Students Association at the UON between 1988 and 1989 and Prof. Mbithi gave me a run around for the whole year and I am shocked that until today this thing has not been resolved. Does the Assistant Minister realize that it is not the University that will be donating land to the Muslims? In fact, it will be the Muslim Community that will be donating a mosque to the University. The mosque will remain an asset of the University.

Mr. Speaker, Sir, I would also like to convey my condolences to the family and friends of Mr. Michuki. A lot has been said about his public persona of being forthright, principled and tough. I would like to speak about the John Michuki that I knew in private. He was very kind, compassionate and a friendly gentleman. I also had the privilege of being hosted by Mr. Michuki. Despite his seniority in years and being a powerful Minister, I was always struck by his humility and his ability to interact with his juniors without patronizing them at all. We will ...

Mr. Speaker, Sir, in late July, at a very large rally in Lamu, the Minister; Prof. Anyangâ-Nyongâo, promised the people of Lamu that by August, they would have a new X-ray machine. Where is our X-ray machine which was promised to us by the Minister?
