  • 20 Apr 2011 in National Assembly: Mr. Speaker, Sir, I will be guided by the Chair. May I suggest that we put it for the same time next week? view
  • 13 Apr 2011 in National Assembly: asked the Minister for Medical Services:- (a) whether he is aware that the King Fahd District Hospital in Lamu does not have an X-ray machine or an ambulance; and; (b) what urgent measures the Government is taking to rectify the situation view
  • 13 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to thank the Minister for his answer, especially for putting us on the priority list for allocation of a four wheel drive ambulance and a General X-ray Unit in the next financial year. I would like to inform the Minister that the vehicles that he enumerated in the answer that he has given, have been used to take the patients from the District Hospital to the referral Malindi Hospital or the Coast General Hospital. We have a problem with the patients within Lamu Island because there are no private motor vehicles. We ... view
  • 13 Apr 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Could I get a chance to ask the last supplementary question? view
  • 13 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is assumed that the last question is called out by the Chair. view
  • 13 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Minister has said that the X-ray machine will be repaired shortly. That is a very vague term. It could be one week, a month or a year. Could he be more specific please? view
  • 30 Mar 2011 in National Assembly: Mr. Speaker, Sir, recently, we were told that the new Chief Justice should be a foreigner and the investigators should be from the Scotland Yard. It is interesting that the Minister now says that he will only investigate up to 1963, meaning that the colonial title deeds were perfect. Is it because maybe there is no Briton standing for elections next year? The Minister says that if land has been alienated for public utility, then it cannot be alienated again. Is it possible for the Government to declare a place a public utility retroactively after it has already been alienated ... view
  • 30 Mar 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the Minister to mislead the House, because whenever somebody purchases a property, you do a search in his Ministry’s offices? We would find out that so and so is capable of selling so and so property. Implicit in that search is indemnity by the Government to the person who trusts it to go ahead with the transaction. view
  • 30 Mar 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the Minister to mislead the House? He first conceded that some titles emanating from his Ministry were fraudulent. Could he acknowledge that there is the danger that also revocations emanating from his Ministry could be ill advised or ill motivated or fraudulent? view
  • 23 Mar 2011 in National Assembly: Mr. Speaker, Sir, the success of any economy and the continued investor confidence in our capitalist system is based on the sanctity of a title deed against which banks offer loans. I am glad the Prime Minister brought up the issue of investor confidence. The Minister for Lands has been casually going around nationalizing people’s properties without offering any compensation, thus exercising powers that he does not have by saying that he is revoking title deeds. Could the Prime Minister clarify whether he is aware that this is undermining investor confidence in this country? view
